Ozone, PM2.5 and Regional Haze Timeline Dan Johnson Western States Air Resources Council

Topics 8-hour Ozone Timeline PM 2.5 Timeline Regional Haze Timeline(s) Can the Timelines Be “Harmonized”? The Bag

8-Hour Ozone Timeline (Timing based on my understanding of EPA’s current thinking) Designations Attainment Plans due 1/2008 Implementation Guidance EPA to propose implementation guidance rule spring 2002 Final implementation guidance spring 2003 Initial designations late 2004 or early 2005

PM 2.5 Timeline (Assumes state has collected 3 years of valid data by 12/31/01) Data collection Nonattainment SIP 110 SIP Designations 3/2004 Attainment Plans due 3/2007

Regional Haze Timeline a) States Not Committed to Regional Planning Process Reasonable Progress SIPs due 3/2007 PM 2.5 Designations 3/2004 Reasonable Progress SIPs due 3/2005 States With Non-attainment Areas PM 2.5 Designations 3/2004 States Without Non-attainment Areas

Regional Haze Timeline b) States Committed to Regional Planning Process Reasonable Progress SIPs due 3/2007 PM 2.5 Designations Earliest Latest PM 2.5 Designations Reasonable Progress SIPs due 12/2008 (assumes at least one state in planning group has a nonattainment area) (assumes at least one state in planning group has a nonattainment area which is not designated until 12/05)

Control Strategy Development PM 2.5, Ozone, and Regional Haze PM 2.5 Regional Haze IdentifyAdopt 8-hr Ozone Control Strategies Earliest with NAA Latest with NAA State w/o NAA

PM 2.5 Regional Haze 8-hr Ozone 8 Hour Ozone Earliest with NAA Latest with NAA State w/o NAA PM2.5 8 Hour Ozone “Harmonized” Timeline 3 Years of PM 2.5 Data Available 12/31/01

“Harmonized” Timeline 3 Years of PM 2.5 Data Available 12/31/ PM 2.5 Regional Haze 8-hr Ozone 8 Hour Ozone Earliest with NAA Latest with NAA State w/o NAA PM2.5 8 Hour Ozone

Conclusions The timelines for implementing the 8 hour ozone standard, PM2.5 standard, and the regional haze rule can, and should, be harmonized. PM2.5 guidance should be developed concurrently with guidance for ozone.
