 Awarded first F-22 Air Vehicle Fixed Price Incentive Fee multiple-year PBL contract for FY14 thru FY17  Improved F-22 Fleet Mission Capable Rate to new record high averaging 71.1% and Fleet Aircraft Availability Rate averaging 61.9%  Operational Availability was enhanced with significant improvements in Aircraft Abort Rates… 5.1% against a fleet goal of 6.5%  Increased worldwide support…Raptor team provided for completion of multiple successful deployments F-22 Life Cycle Sustainment PBL Successes  Reduced cost of ownership through innovative public- private-partnering (PPP) opportunities…over last 5 years increased PPP workloads by nearly 800%

 Communication with CAF and PSI Contractors is critical – “Trusted Partnership” must exist  Per 2008 NDAA, evaluating Product Support Strategy via a Business Case Analysis – results Fall 2015  Outcomes will shape future PBL strategy for Raptor in 2018 & Beyond… F-22 Life Cycle Sustainment PBL Challenges, Lessons Learned & Future  Timely response to Combat Air Force’s (CAF) updated requirements  Fluctuations in annual flying hour program to support combat mission readiness  Establishment of new availability & maintenance standards  Need either well defined requirements early, flexibility, or both  PSI contractors need time to plan and procure spares  Require time to assess & evaluate depot capability (facilities and manpower) under PPP
