FFY2015 EAP Annual Training August 13 & 14, Training topics:  ERR for off-peak heating systems  ERR vs EAPWX – ERR funding on 10/1  Referring ERR emergencies to WAP  Replacements – Highest AFUE efficiency  ERR is not used to repair or replace central air components  Entering inspection information in eHEAT  Allow alternative ERR inspection costs with DOC EAP approval Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, ERR for ‘off-peak discount program’ heating systems Furnace Terms and Definitions section (Pg. 3)  Off-Peak or Dual Fuel Discount Programs: Electric discount programs requiring the household to use another heating fuel type when electric heat is switched off. This is not considered a redundant heating system because it does not provide continuous heat.  Allows repair/replacement of either or both heating units when enrolled in the electric discount program  Note: There is also language in the “ERR Assessment” and “ERR may not be used for” sections on page 3 Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, ERR vs EAPWX – ERR funding on 10/1 ERR funds will be available on 10/01 for program start-up.  $1 million will be available  DOC EAP allocates around 2/3 of the $1M  Not all ERR funds are distributed on 10/01 due to varying demand for funds from year to year  Request funds as needed  Limit your request until federal funds arrive Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, Referring ERR to WAP Refer no-heat and life-threatening heating system emergencies when:  EAP does not have ERR funds available to assist households  EAPWX funds are available Note: The temperature restriction is removed ERR funds will be available on 10/01 Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, Replacements – Highest AFUE Efficiency Furnace replacements must have a minimum efficiency level of 90% AFUE (Annual Fuel Utilization Efficiency) or 80% for oil.  EAP recommends installing the highest efficiency furnace available Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, ERR cannot be used to repair or replace air conditioners (Pg. 3) Repair or replacement of central air-conditioning components including A-coils is not allowed.  A furnace cannot be repaired or replaced if an air conditioner condensation or other problem may damage the furnace  ERR funds may be used as needed to remove or disconnect the A-coil to prevent damage to the furnace  Obtain permission from the household if removing or disconnecting the A-coil  Implement ‘Walk Away Policy’ if needed Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, ERR cannot be used to repair or replace air conditioners (Pg. 3) When repair or replacement of a furnace involves the presence of central air, ERR activity is limited to the contractor’s procedures to perform the activity.  Cleaning a plugged A-coil to allow air to flow though the ductwork is considered a heating system repair Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, Entering inspection information in eHEAT – revision (Pg. 9) If a ERR repair is inspected, an Inspection task must be entered in eHEAT  Do not complete the ‘Maintain Post ERR Inspection’ screen in eHEAT for repair inspections Chapter 8 - ERR

FFY2015 EAP Annual Training August 13 & 14, ERR Inspection Costs (Pg. 10) Any alternative methods of paying for ERR inspection costs must be reported to the DOC prior to payment.  Once approved, the alternative method is approved for future use  The alternative method for determining inspection costs must follow local agency policy and processes Chapter 8 - ERR

Upcoming Changes Standard Work Specifications (SWS) – Nationwide standards define desired outcomes for all measures – All work completed after April 1, 2014 must be inspected and monitored in accordance with USDOE SWS Quality Control Inspector (QCI) Certification – All auditors and inspectors must be certified by July 1, 2015 – 20+ have been certified to date, additional training and testing will be offered in PY14 25

EAPWX State Plan Income guidelines align with USDOE – 50% of SMI or 200% of Federal Poverty Guideline amounts, whichever is greater. Maintains eligibility for clients through Sept 30 with audits that take place by October 31 Changes 18-month language to September 30 Applies WAP Disaster Plan to all funds including EAP/WX 26

EAPWX State Plan Allows for situations where SP is temporarily suspended for state to contract with one or more alternative (rather than neighboring) Service Providers Exchange of monitoring reports between state EAP and WAP monitors, coordination to address shared findings between programs Maintains inspection of a minimum of 5% completed dwellings by state monitors 27

EAPWX State Plan Unallowable baseload measures: – Lighting – Refrigerators – Water heat tank insulation – Shower heads – Pipe wrap installations on water heaters and boilers – Oven, range, or stove installation 28

EAPWX State Plan General (incidental) repairs are allowed when the repair is deemed necessary to ensure the effectiveness of an installed weatherization conservation measure Requires that the relationship between the measure and the general repair is documented in the comments area of WA 29

EAPWX State Plan Multi Family Dwellings – Tenants must directly or by meter pay their own heating bills – Conservation work is limited to heating systems – Vacant dwellings may not be weatherized 30

EAPWX State Plan Inspections – 100% of weatherized units using EAPWX funds must be inspected – Standalone events using $500 or more of EAPWX funds must be inspected Rental standalones – $2,000 limit per standalone event 31

Walkaways/Deferrals Service Providers across the state have reported walkaway/deferral rates ranging between 5-60% No statewide data on actual rates or reasons PY14 policy requires Service Providers to maintain a database of all walkaways 32

WAP Policy Manual Program information can be found in the Weatherization Policy Manual on the Commerce website Revisions going online in the coming weeks Entire manual will be reviewed in PY14 for needed updates and to be in accordance with USDOE SWS 33
