BUDGET PRIORITIES 1 ST BUSH Budget – “Guns & Butter” 3 Major Issues –Defense –Homeland Security –Medical Research Red/White/Blue covers the Budget Book Discretionary Spending –Very tight budget caps

What a Difference a Year Makes Science Advisor – Dr. John Marburger Technology Advisor-DoEd – John Bailey Cyber Security Czar – Dr. Richard Clark IT Recognition –NITRD – Multi-Agency Budget $7B increase in IT, total $52B Focus on winning war & speedy delivery of critical Govt services

A Year Later – State Level All but 5 States reporting deficit status, next year, all but 2 likely to be scrambling for funds Continuing Federal program shift to states –Greater discretion for expenditures

Native American - $18.3M ½ of last year Alaskan Native - $14.2M ½ of last year Hispanic Serving - $89.1M ($3.1M inc) FIPSE – “earmarks” major cuts; down to $39.1M with no funds to continue earmarked projects TRIO – No money for Technology Supplements

Department of Commerce –$5.3B request –Major Issues – Job Creation, Homeland Security NIST - $5M increase to strengthen security of infrastructure NTIA – funds for wireless research TOPS – NO funding “Internet & related technologies have developed to the point that the program is no longer needed.”

NASA – –$15B inc. major changes in research priorities –Zero for state based math&science ed initiatives in the Aerospace Education Services Program (AESP) Department of Energy –Basic Energy Sciences 2% inc. rest of budget flat

SUMMARY Priority Changes as a result of Sept. 11 th –Now focus is on security and spurring economic growth;Even Education programs are not well funded for FY2003 Now Approach is to find Collaborators to: –Help address State Legislature & Congress on issues of importance – Develop collaborative proposals with Others REMEMBER – “ALL POLITICS IS LOCAL”
