S.R. 426/C.R. 419 Project Update City Council Work Session November 13, 2006

Topics of Discussion: PD&E Overview Design Phase Options Costs and Funding Projected Phasing &Schedule Project Management/LAP Agreement Recommendations FDOT Seminole County City of Oviedo Stakeholders

City’s Number One Priority Project SR 426/CR 419 Widening Project Location Map

Design Parameters (Current PD & E) SR 426/ CR 419 Design speed : 40 mph (Posted : 30 mph - 35 mph) (from Pine Ave. to Lockwood Ave.) (Approx. 3 miles) 12’ thru lanes (4) 22’ raised median 4’ bike lanes type ‘F’ curb and gutter 5’ sidewalks both sides

SR 426/ CR 419 (Current PD & E) Proposed Typical Section:

Example – Seminole County Red Bug Lake Road: Design Elements: (4) 12’ lanes 22’ median Type F curb & gutter (outside), Type E (inside) 5’ sidewalks

How does widening of SR 426/CR 419 affect the vision for downtown Oviedo? Improved movement of vehicles by widening lanes and reducing conflict points Provide trail connectivity for pedestrian and bicycle activity Potential infill development and redevelopment areas with the New Downtown Provide stormwater management & environmental mitigation

What is “Transportation Design for Liveable Communities”? Allows for Design Modifications from Standard FDOT Roadway Elements TDLC features are Contingent Upon Involvement of the Local Stakeholders All criteria meet or exceed AASHTO (Federal) standards.

Example of a ‘Pedestrian Friendly’ Typical Section with TDLC features:

Example - Winter Springs (West of Hayes Road) - SR 434 and Moss Road: (4-thru lanes, turn lanes, 15.5’ median, gazebo area with potted plants, and heavy landscaping)

Typical Section for Livable Communities: Beach Street – Daytona Beach, Florida

Typical Section for Livable Communities: Beach Street – Daytona Beach, Florida Before After

Cost Estimate SR 426/ CR 419 (from Pine Ave. to Lockwood Ave.) Pine to Lake Jesup$ 4.8 million Lake Jesup to CR 426$ 4.8 million CR 426 to Lockwood$13.0 million SR 434 Intersection$ 1.6 million Right of Way$35.8 million Total $60.0 million

Funding Sources & Estimated Shortfall 2 nd Generation Sales Tax: City of Oviedo $ 8.0 Million Seminole County $ 6.0 Million Local Contribution: $14.0 Million Transportation Regional Incentive Program (TRIP) $ 6.5 Million (pending formal approval) Competes locally thru MetroPlan Orlando (3 counties) Competes regionally thru the MPO Alliance (MetroPlan plus Volusia, Lake, Sumter, Brevard and Polk) Combined TRIP & Local: $20.5 Million Total Project Cost: $60.0 Million Funding Shortfall (minimum): ($40.0 Million)

SR 426/CR 419 Project Implementation Phase I - SR 434 Intersection Improvements CR 426 Realignment & Misc. Widening of CR 419 Phase II - 4-Lane Widening of SR 426/CR 419 (Pine Ave. to Oviedo Blvd.) Phase III - 4- Lane Widening of CR 419 (Oviedo Blvd.to Lockwood Blvd.) ( 2 mi.)

Necessary Partnerships Seminole County:  3rd Generation Local Option Sales Tax (referendum needed)  Additional Local Option Gas Tax (LOGT)  Road Impact Fees FDOT:  TRIP  Prioritized Project List (funding source through Metro Plan) City of Oviedo:  Community Redevelopment Area (CRA) funding  Transportation Impact Fee Revenue Federal:  Federal Appropriations

Phase I: SR 434, CR 426 Re-Alignment, and Miscellaneous Widening of CR 419 SR 434: Added turn lanes & increased capacity Abandons one-way pair configuration CR 426: Realignment improves queue length and storage capacity Increase infill development & redevelopment opportunities SR 434 CR 426

SR 426/CR 419 Existing 3-Lane section (to remain)

Phase I Misc. Widening (350’) CR 419 at Sweetwater Creek

Phase II: Widening of SR 426/CR 419 from Pine Ave. to Oviedo Blvd.

21.  New Downtown to act as a “catalyst” to development of the Old Downtown  Context-sensitive roadway typical section  Project is within the boundaries of the ‘Community Redevelopment Area’  Balance between ‘Mobility’ and ‘Livability”

Project Management and “LAP” (Local Agency Program) Certification: LAP certification - Section (2), Florida Statues - Establishes uniform practices for Federal-Aid Funds distribution. Ensures that all State and Federal requirements are met. Assigns organizational responsibility, oversight and quality assurance. Projects administration by qualified staff with experience in FDOT projects. Local Agency (County) capable of Project Management or may enter into consultant agreements to do same.

Seminole County’s Role in the LAP Process: County is LAP certified and is the “Local Agency” for this project: County will enter into a LAP Agreement with FDOT. County will manage project (i.e. progress meetings, coordination with FDOT and financial management). County’s Responsibilities as “Local Agency”: Develop Scope of Services for design of all phases (including full right-of-way maps). Select Engineering/Design firm (City PW Director is 1 of 3 voting members). Adhere to LAP Manual guidelines through project duration.

City of Oviedo’s Role: Coordinate ‘Public Outreach’ element during design and construction phases. Coordinate R.O.W. acquisition with State ROW Office. Enter into JPA’s with Seminole County for “enhanced” landscape and hardscape amenities.

Recommendations 1. Approve recommended “pedestrian-friendly” typical section with TDLC features. 2. Approve Phase I proposal for intersection improvements (subject to $6.5 million in TRIPS funding). 3. Initiate competitive process for selection of Engineering/Design firm to prepare project design based on Phase I proposal and revised “typical section” (coordinate process with Seminole County). 4. Have City staff develop “Corridor Management Plan” to lessen right-of- way costs. 5. Advocate and work in partnership with other governmental agencies: MetroPlan, Seminole County and FDOT. 6. Continue to seek Federal Appropriations.
