Austroads Intelligent Access Program (IAP) A program that will remotely monitor heavy vehicles to ensure they are complying with their permitted operating conditions – ensuring they operate how, where and when they should

Austroads IAP - Defining Principles  Consistent approach  ‘Intelligent Access’ would be granted based on monitoring of vehicular parameters for compliance  IAP services (along with commercial telematics services) to be provided by the private sector  Certification and Auditing regime for IAP Service Providers, administered by government based group  Jurisdictions only interested in non-compliance information

Austroads IAP - What we know (4) Trials/Demonstrations  Trials have been established  Proved the effectiveness and reliability of telematics for regulatory purposes  approach has also been legally proven by:  Queensland Fisheries in their Vessel Monitoring System  WA Depart. of Environmental Protection in their Liquid Waste Vehicles

Austroads Conclusion  IAP is feasible  Staged implementation of IAP endorsed by Australian Transport Ministers on 23 May 2003  IAP will provide information (rather than data), driven by commercial needs and the value of the information to users (explicit and implicit purposes)  IAP is being implemented through Austroads (July 03 to December 04)
