(brainstorm, design, pre-decision, formal decision, implementation, control) Timeline – when is your topic put forward for decision making? The Policy Process: stages brainstorm phase – personal contacts lobby on public servants is useful design phase – idem + expert meetings pre-decision phase – expert meetings with politicians and media attention are useful formal decision – here lobbying parliamentarians, media attention can be useful at implementing a decision – monitoring and agenda-setting action is useful and new agenda setting and brainstorm starts again.
