Farm Register (administrative information) 1/2 National and community regulations envisage the management of a register that allows to control and monitor compliance of all sector operators. Farm register is the only “container” of data collected, verified and certified by the central Administative body for the carrying out of the various administrative procedures. Therefore is: A container of declared and certified information describing the (aquaculture and/or fishing) enterprises as well as all the individuals and/or juridical subjects involved in the performance of the sector activities; A container filled with the information according to rules established by the national and community laws currently in force; The only official source of information for the EU and for the sector’s various bodies. The Farm's Registrer has been defined by a national law (D.P.R n D.Lgs n. 99) and is the single point of management for all the information declared by the producers and certified by the Public Administration. "Farm register” uniquely manages and certificates information of all the users in the agriculture, forestry and fisheries sector. It records basic information on agricultural structure, such as numbers of farms, land use, animal husbandry, organic production and fisheries and aquaculture information. Is the only “container” of data collected, verified and certified by the central Administative body for the carrying out of the various administrative procedures. Farm Register (spatial information) Two million users accessing geographic data of SIAN, stored in one database (access on/by entire country) organized into 3 levels of information: orthoimages, thematic maps on land cover/use and cartographic maps. The “large-scale” geographic information assets more important in Italy Farm Register 6

The function of Farm register The “Farm register” covers the entire range of activities of public and private stakeholders in the agricultural sector: –farm’s subsidies controls and payments; –quality food production promotion; –food fraud prevention; –support of the fisheries sector; –agro-meteorological forecast service for farmers; –forestry and environment protection services; –Support the mountain rural areas services; –agriculture statistical services; –………. Services to Farmers and Payment Agencies High level of guarantees and simplification both for the producers (supporting the compilation of aid request), and for Public Administration (P.A.) in the accomplishment of the procedures for the payments of the subsidies. Significant reduction accorded by the EU of expensive field controls. Minimize the number of controversies between the P.A. and the producers. Farm Register 10

Services to Ministry of Agriculture Quality and consumer protection using value added services to identify and safeguard the quality processes by increasing the loyalty to the “Made in Italy” and gathering new challenges in the field of environmental and energy policy. Services to Fishing companies A digital register of declared and certified information describing the fishing and/or aquaculture enterprises (besides individual subjects involved in the sector). The only official source of information for both EU and sector’s various players. Farm Register 12

Services to Corpo Forestale dello Stato The State Forestry Guards (CFS), use the services to plan, monitor and manage the major events on the mountain and forest areas; SIAN helps in developing specific functions for census of illegal waste deposits, management of forest fires, monitoring of areas at risk of avalanches. Services to National Statistical System Statistics production of cultivated areas with high accuracy, at both regional provincial levels. The methodologies are based on the integration between data samples collected on the ground, according to a specific sampling scheme, and satellite data. Farm Register 14

INFORMATION REQUIRED FOR THE APPLICATION HAVE TO BE DERIVED FROM THE FARM’S REGISTER UPKEEP OF THE FARM’S REGISTRY HAS TO BE GUARANTEED ONLY BY THE CAA OR BY THE RESPECTIVE PAYING AGENCY APPLICATIONS CAN BE PRESENTED ONLY TROUGH A CAA OR DIRECTLY AT THE PAYING AGENCY, IN THE WAY DEFINED BY THE PAYING AGENCY ITSELF APPLICATIONS Farm Register 15

Conclusions Farm register resources are not intended exclusively for EU IACS management (Integrated Administration and Control System). In fact, Farm register is: –A ready-system to support the Country for all the new requirements coming from the Common Agricultural Policy reform –A unitary approach to represent all different management aspects of the territory, such as agro-environment protection, urban planning and infrastructure, natural disasters fighting, etc.; –A solution, in line with the country e-government evolution, that makes available the information to the different decision levels (central P.A., district or regions, municipalities...) through their function of “wide” or “local” control and observation points.
