Specification Development Process Update

A Bit of Background….. Ongoing ENERGY STAR Consultation and Specification Criteria Process Notify partners spec review underway –request data, solicit partner feedback to assist us in creating a first draft 1st draft spec –includes rationale, comment period follows Public (open) meeting: –explain rationale for establishing new / revised spec –solicit manufacturer input / answer questions / allow for discussion of issues –review EPA spec setting / revision guidelines

Ongoing ENERGY STAR Consultation and Specification Criteria Process (cont’d) 2nd and 3rd drafts of a spec –explain rationale for changes from previous draft –comment period Additional public (open) meeting as necessary Decision memo Throughout the spec setting process…. –attend trade shows –meet with individual companies / meet with trade assoc. –maintain open door policy –welcome new ideas and draft specifications

Future Activities Consultation & Specification Criteria Setting –Continue with & communicate our ongoing consultation and spec. setting process more clearly and effectively –Routine group meetings (Wash. DC folks?) Every six months -- April ‘03 Ex. National Partner Mtgs. (lighting, HVAC,etc) –Greater use of ENERGYSTAR.gov Track correspondence (drafts, meeting notes, updates) Will provide updates on spec. revision & development process, spec rationale & roadmap for future considerations Summary Report –Decision memo (transparency memo)

TV / VCR Decision Memo… An Example Decision memo, page 3 Summary of stakeholder input multiple vs. single specification level –Multiple vs. single specification level. Industry initially voiced concern about the multiple phase approach believing it would be inappropriate due to the maturity of video products and recommended only a single specification level. EPA addressed industry concerns by retaining multiple phases but allowing a longer implementation time for each phase, as well as relaxing some of the energy use requirements for the earlier phases. provides a clear summary of an issue, stakeholder input and EPA’s decision

Ongoing review: Existing product specifications –Computer monitors –Imaging equipment (scanners, MFDs) –Laptop computers –Boilers & furnaces –Thermostats –Residential ventilation fans –Ceiling fans –Exit signs

Active Power Status – Evaluate active power as a part of every spec revision process –Can active power be addressed without limiting features and functionality ? Monitors, dehumidifiers, commercial refrigerators & freezers, HVAC, ceiling fans, ventilation fans, exits signs, lighting –No further opportunities for including active power identified at this time

Active Power Status – For those interested, the Department of Energy is doing some of the most recent work on this subject –Energy Consumption by Office and Telecommunications Equipment in Commercial Buildings. Volume 1: Energy Consumption Baseline, January 2002 –
