GALENA WASTEWATER TREATMENT UPGRADES Informational Presentation for the Sassafras River Association Presented by Ryan J. Rangel, PE April 23, 2015

Timeline Since McCrone’s Involvement (2012) June/July 2012 McCrone completes PER/ER for a County sewer system and upgrades to Town WWTP. December 2012 – Design contract signed and McCrone begins work. February 2013 – McCrone completes schematic design for 130,000 GPD April 2013 – Meet with MDE for SD review. MDE offers BRF money. June 2013 – MDE Planning allows for 110,000 GPD of capacity at new plant. Same time frame, proposed equip. is confirmed to meet BNR limits.

Timeline Since McCrone’s Involvement (2012) - Continued Late June 2013 – MDE requires denite filter replace cloth filter. Late August 2013 – McCrone submit revision to Schematic Design Report to address lower flow and how filter can be incorporated into design. Late February 2014 – MDE provides official comments to August submittal. May 2014 – McCrone submits additional information to MDE to address comments and add grit removal to the design. June 2014 – Full design continues after comment from MDE.

Timeline Since McCrone’s Involvement (2012) - Continued October 2014 – 90% Submittal of Construction Documents made to MDE December 2014 – MDE Comments on 90% Submittal March 2015 – 100% Submittal of construction documents made to MDE. April 2015 – Awaiting MDE comments. Should be shortly. Late May 2015 – Go to Bid Early October 2015 – Award contract and start construction. Early 2017 – Complete 15 month construction.

Need for the Project Existing WWTP has trouble meeting current limits for Total Suspended Solids and Ammonia Current discharge limits at 60,000 GPD ◦ 30 mg/L BOD monthly avg. - 5,475 lbs/year ◦ 90 mg/L TSS monthly avg – 16,425 lbs/year ◦ 2.5 mg/L – 5.5 mg/L NH3 – No real TN Limit ◦ 10.7 mg/L Total Phos. – 2605 lbs/year

Need for the Project Town is under a consent order to design and construct a new facility. County has areas with failing septic systems that they wanted to address in the Georgetown area. Looked at other service areas while considering Georgetown. No current County wastewater collection system exists.

Treatment Technologies – Project Costs Project costs for all technologies were within the level of accuracy for a typical study (10%). McCrone developed a set of subjective factors to evaluate the alternatives from a non- monetary perspective. The SBR is recommended based on essentially an equivalent cost and higher score on subjective factors.

MDE Becomes a Stakeholder At schematic design review meeting with MDE, Bay Restoration Fund (BRF) money was offered if Town decreased limits to ENR levels. ENR Levels = 3.0 mg/L Total Nitrogen and 0.3 mg/L Total Phosphorus MDE also required additional treatment processes including grit removal and denitrification filter.

Examples of Pieces of Equipment Influent Screen - ¼” self cleaning screen to remove inorganics and protect equipment and downstream processes.

Examples of Pieces of Equipment Grit Classifier – Rinse organic matter from grit and concentrate grit from grit slurry.
