ESIFs Strategy Development National (England) 7 year programme for ERDF/ESF/EAFRD ‘Notional’ allocation of funding to Lancashire - £230m –European Regional Development (ERDF) Business Support, Innovation and Knowledge Transfer £136m –European Social (ESF) Social inclusion and Skills Development £90m –European Agriculture, Farming and Rural Development Fund (EAFRD) £4m LEPs submitted ESI Funds Strategies 11 EU Priorities distilled into 6 Lancashire ESIF Priorities –Strategic Development, Infrastructure & Environmental Resilience £34m –Business Growth and Innovation £57m –Growth Sectors and Supply Chains £48m –Inward Investment and Marketing £9m –Skills for Growth £49m (£38.4m ESF) –Creating Opportunities for Disadvantaged Communities & Groups £33m (£30.4m ESF)

ESI Funds Delivery Methods for allocating Funding –Open Calls for projects based upon call criteria agreed by the Lancashire ESIF Partnership and Government Departments. This will involve project promoters providing their own match funding. Calls will be agreed by the Lancashire ESIF Partnership as part of the ESIF Strategy Implementation Plan. –The Opt In process will involve organisations such as the Skills Funding Agency pre- matching parts of Lancashire's ESIF allocation and using their own procurement mechanisms for selecting delivery activity. The Lancashire ESIF Partnership will agree Delivery Plans, including outputs, with Opt In promoters. ESF Opt Ins and Open Calls Big Lottery Fund (BIG) – £5m –BIG funding will focus on supporting the Third Sector. One Lancashire have been appointed by BIG to develop the funding mechanism for Lancashire Skills Funding Agency – TBC –Discussions ongoing on priorities for SFA delivery Department for Work and Pensions – TBC –Discussions ongoing on priorities for DWP delivery Princes Trust – 600k Local Impact Fund – TBC Open Calls HEIs Priorities outside Opt In focus LEP specific priorities

Next Steps UK Partnership Agreement agreed October 2014 First ‘Shadow’ Lancashire ESIF Partnership meeting in November 2014 ERDF/ESF/EAFRD Operational Programmes likely to be agreed from December 2014 onwards Operational Programmes will set out the financial allocations between different types of activity and Unit Costs for outputs.
