Transforming Learning in Walsall Programme: At the moment - a collection of programmes on one level: –Building Schools for the Future (BSF) –Primary Capital Programme (PCP) –Academies …and so much more than this… Introduction:

The Transforming Learning in Walsall Programme is: –A Once in a lifetime journey –A lasting change – when children and young people have the desire to learn and achieve good qualifications –The creation / enhancement of learning communities that provide a range of ways to learn, promote excellence and pride within Walsall –The creation of places where children, young people and adults are inspired to learn Building Schools for the Future is at the heart of the Transforming Learning in Walsall Programme Introduction:

BSF is: Biggest single investment in Secondary Schools for 50 years A Secondary Schools transformation programme An opportunity to transform learning and opportunities (eg through co-locating services) A new procurement approach to manage large- scale investment to maximise value for money (eg by joining up investment streams BSF Principles:

Wave 6a comprises six schools: –Alumwell Business and Enterprise College –Joseph Leckie Community College –Pool Hayes Community Schools –Shire Oak – A Science College –The Streetly School – a Specialist Sports College –Frank F Harrison Engineering College Walsall’s BSF Programme:

…it’s not funding all Transforming Learning in Walsall projects but can help be a catalyst

Reduced need for stand alone facilities for sport, leisure and the arts saving on revenue costs and allowing for disposal of capital assets Savings across the Walsall Partnership through the co-location of services and multi use spaces allowing improved value for money Savings achieved through more localised targeted delivery of services for example, weekly housing surgeries to deal with issues in a specific area rather than several separate visits Distributive services model would reduce the need for centralised services By exploiting co-location and new technology, savings could be achieved in revenue costs and disposal of capital assets Wider savings and benefits could be achieved across the council and by our partners by joining up the BSF programme with other initiatives to provide local services and co- location. Although these are at early stages of development, some potential benefits are listed as follows: Maximising Opportunities through BSF

Joining up Funding Opportunities through BSF BSFBSF Some basic scope not funded by BSF but funding contribution expected from Authority to deliver the core BSF vision eg swimming pools Additional scope (eg co-locations and partnerships) not funded by BSF and funding expected from Authority / other funding sources BSF Core Vision and Scope – the main school buildings and site

Existing Opportunity in Development Example: HealthTec Plans at Alumwell School HealthTec is a resource centre that is designed to link into the national school curriculum for health and social care (see for an interesting video on this) Project augments Alumwell’s BSF Vision well in terms of health curriculum and values and vision for a learning campus Early delivery of part of a master plan on the Alumwell site Demonstrates innovative thinking Encourages wider regeneration in an around Junction 10

How can you help us to Maximise Opportunities? Partners - help us to help you: Clarify / identify change projects that you have that may benefit and are capable of being joined with other programmes. Identify where and how these could be joined to BSF delivery on or around schools sites. Think beyond Wave 6a schools as well – this should be a “change masterplan” for the borough. If you have an idea – let us know! We can help test the viability of ideas site by site
