CASE delivers capacity building, advice, training and support to people wanting to set up or running co- operatives and social enterprises in Leicester, Leicestershire and the East Midlands CASE is employee owned and in our 33 rd year of trading. Our roots and ethos are co-operative. If you are thinking about starting a business or developing the trading side of your organisation, CASE can help you decide if the co-operative or social enterprise business models are right for you. SEW contract provides free to access help to County social enterprises.

What is the LLEP? LEPs introduced by Government through the Localism Act LLEP is one of 39 national LEPs formally recognised by HM Government Partnership between business, local authorities, Higher Education, Further Education & VCSE

CASE| Co-operative and Social Enterprise Development Agency | European Funding E.S.I.F. aimed at Economic Growth provided via LEPs The European money is typically 50% of funds needed hence need for “match” funding. Relationship between TO – 8 and TO – 9 Funding Skills Agency (TO-10) & DWP (TO-8) is programme match & procurement based. Big Lottery is cash and grant based: TO-9 only. Big Lottery Board not yet signed off. Any legal entity can bid. No need VCSE involvement, need have a good bid.

LLEP ESF Summary TO8 – SFA and DWP opt-ins Supporting young people (<25) into employment Helping those aged 25 and over into employment TO 9 – Big Lottery opt-in Social inclusion TO10 – SFA opt-in Workforce development Business skills Leadership & management Some match still to be secured gives flexibility.

Commissioning Priorities (TO9) TitleType of Activity Talent Match type extension (£2m) NEET engagement and support – extension of good practice from current Talent Match programme - to additional geographical areas and to address learning points. New ideas to match local need. Social inclusion (£10m) Holistic programme to address social inclusion. Extensive community engagement PDF to help to develop this – target groups & geography Innovation and new approaches to joining up services Early intervention Rural inclusion (£4m) Support to overcome transport issues as barriers Job entry routes into rural sectors Rural outreach services – including volunteering and work experience

Commissioning Priorities (TO9) TitleType of Activity Financial and digital inclusion (£2m) Develop financial capabilities Enhance digital inclusion Troubled Families Support (£4m) Additional support to help individual family members at the appropriate time to move into employment.

CASE won contract to: – ensure there is widespread awareness of the ESF opportunities available locally through the opt in with the Big Lottery Fund, – provide administrative support to develop positive working relationships between organisations in the LEP area, – publicly advertised contact for local organisations to find out more LLEP also asked CASE to feed in on wording of Project Briefs CASE is independent of LLEP & BLF NCVO also providing generic support nationally

After start projects probably then need to be a procurement process if change/add partners Thoughts Ian: – “Plug & Play” – Project Management vs infrastructure overheads
