Business Development in IEC The business development unit was set up in 1995 and expanded in It operates with the goal of the expansion of the areas of engagement of IEC and making the best use of the knowhow, the skilled human resources, the byproducts, the infrastructures and the other resources that are in its possession. Most of the business development activity is currently directed overseas, mainly to the countries of the former Soviet Union, Eastern Europe, Africa, India and South America. The Company is operating in the sphere of business enterprise, this being within the framework of the licenses of the Company; some of these operations require the approval of the Manager of the Electricity Administration or the Ministers. 2

The Main Fields of Business Development Activity for the construction and the operation of power stations and other electricity facilities overseas that is conducted by the Company as a provider of professional services. Activity involving the sales of knowhow, consulting services and engineering services in Israel and abroad. The commercialization of the byproducts that are created as a result of the generation of electricity – such as ash, coal, steam, various gases and so on. Effective utilization and renting of the infrastructures of the Company. Communication infrastructure services. 3

9 Project Description Euro-Asia Interconnector is a project intended to link the electrical systems of Israel, Cyprus and Greece (via Crete) through sub-marine DC cables and HVDC onshore stations in each country Total capacity – 2000 MW Participants: – Israel Electric Corporation – DEH-Quantum Energy – Electricity Authority of Cyprus – TSO - Cyprus

11 Preliminary Cable Route The route consists of three sectors: Israel – Cyprus section between Hadera site in Israel and Vasilikos site in Cyprus. Cyprus – Crete section between Vasilikos site in Cyprus and Korakia site in Crete. Crete – Continental Greece section between Korakia site in Crete and Attica region in Continental Greece. Israel endorsed its commitment to implementing the EuroAsia Interconnector energy bridge project connecting Israel, Greece and Cyprus and Israel signing an agreement with DEH-Quantum Energy LLC; April, Nomination of Steering Committee and Working Groups; September, Feasibility Study Report – preliminary draft; September, Positive conclusion regarding the feasibility of the project by CESI.

Trans-European Energy Infrastructure Projects of Common Interest The European Commission is in the process of selecting energy infrastructure projects as Projects of Common Interest (PCI) according to Regulation (EU) No 347/2013. EuroAsia Interconnector has been included in the final list of PCI and finally approved in October, Projects of common interest are eligible* for: – Union financial assistance in the form of grants for studies and financial instruments; – Union financial assistance in the form of grants for works; – Accelerated licensing process. 15 * - according to conditions

Cost-Benefit Analysis according to ENTSO-E guidelines The cost benefit impact assessment criteria reflect each transmission project’s added value for society. Economic and social viability are displayed in terms of : – increased capacity for trading of energy and balancing services between bidding areas (market integration), – sustainability (RES integration, CO2 variation) and – security of supply (secure system operation). The indicators are calculated through an iteration of market and network studies. The first draft of CBA for the project expected by the end of November, * - according to conditions

17 Summary The project is technically feasible; The first stage of the project might be implemented in 3-4 years; The project approved as Project of Common Interest by European Commission. Expected inclusion of the Project in Ten-Year Network Development Plan by ENTSO-E. Expected positive result of CBA for the project.
