Get Out the Vote 2014 Campaign in support of Transportation Funding Bill - Texas Proposition 1 on the November 4, 2014 Ballot

History The Texas Legislature passed a measure estimated to increase transportation funding by as much as $1.4 billion annually if Texas voters approve it in the November 2014 election. Proposition 1 – Ballot proposition that will create a constitutional amendment authorizing this funding if passed Goal: The ASCE Texas Section is undertaking a grassroots campaign to get out the vote (GOTV) to help pass Proposition 1 TexASCE.org/TXprops

Transportation – A Crisis Texas is facing a serious transportation crisis that nobody is talking about. We do not have enough dedicated funds budgeted to even sustain our current road conditions beyond the next two years. The population of Texas is expected to double over the next 25 years Source: facts/#sthash.nPO4nlyI.dpuf

Amendment Bill Language TexASCE.org/TXprops "The constitutional amendment providing for the use and dedication of certain money transferred to the state highway fund to assist in the completion of transportation construction, maintenance, and rehabilitation projects, not to include toll roads.“ Vote YES or NO on the above statement Relevant Bills:SJR 1 and HB 1

FAILURE TO ACT Increased traffic Longer commutes More toll roads Crumbling, unsafe roads Expensive wear and tear on our vehicles Burdening our children and grandchildren with greater debt Source: the-facts/#sthash.nPO4nlyI.dpuf Source:

SJR 1 Questions & Answers How much will bill passage mean for our roads? Current estimates reveal that the amendment would generate approximately $1.4 billion per year for Texas’ highway fund. However, the final amount will be affected by a handful of variables, like energy prices and the amount of oil and gas production. Source: How much will bill passage mean for our roads? However, the final amount will be affected by a handful of variables, like energy prices and the amount of oil and gas production. Source: Does this mean that we will end up with more toll roads or that we will incur more debt?  No, the constitutional amendment ensures that any revenue from the proposition may be used only for free-access, non-tolled projects. Further, the revenue generated cannot be used to issue more debt.  SJR 1 is an important initial step in returning Texas to a pay-as-you-go, free access road system, and a step away from massive debt and toll road approaches of the past Source: TexASCE.org/TXprops
