METHODOLOGY AND SELECTION CRITERIA IN SEEP TECHNICAL IMPROVEMENTS

1 “Preliminary Energy Audits” prepared by SEEA trained energy auditors – visiting nominated buildings, determining current situation, suggestion of potential ee measures to be implemented, selection of optimal package of ee measures according to investment and pay-back and estimation of preliminary investment ee package 2 Ranking buildings according to preliminary investment and pay –back value 3 List of selected buildings, i.e. “scope of the Project”, made by line ministries 4 Based on the scope of the Project, Technical Consultant (TC) is selected for design, producing bidding documents, supervision and for monitoring “before” and “after” implementation of ee measures

5 Based on 1, visits to schools and coordination with schools administrators and local authorities, TC recomends acceptance or revision of the originally proposed energy saving measures and makes “Evaluation Reports” for each school with suggestion of measures package and estimation of investment costs 6 Monitoring “Before” 7 Procurement procedure and selection of Contractor for works 8 Monitoring “After” and preparation of “Final Report”

21 EE Measures savings 40% the most effective measures 1 Replacement of windows and doors 2 Thermal insulation of façade walls 3 Attic insulation 4 Hydro and thermal flat roof insulation 5 Repair works and thermal insulation of (pitched)roof covering 6 Installation of thermostatic valves with balancing combining 1 to 6 INVESTMENT PACKAGES A, B, C… 1 Investment 2 Pay back = Investment / Energy costs

Selection Criteria Preliminary investment cca EUR – School Evaluation Report: New Boiler house = One School more Preliminary investment cca EUR – School in Pozega Thermal insulation of roof needs roof reconstruction: EUR Increases preliminary costs 55% End Users Request: “Jarane, nemoj mi šminkat fasadu, krov ti meni popravi!” Translation: “Listen, my friend, do not paint walls, I do not know what to do with damaged roof!” But roof reconstruction is not ee measure...

Methodology and Selection Criteria SELECTION CRITERIA LIFE-CYCLE-COST OF THE INVESTMENT UNIFIED INVESTMENT PACKAGE EE Measures 1 to 6 Rehabilitation and modernization of heating system (combining supply and demand side improvements)

WINDOWS More detailed information related to manufacturing and installing windows will be presented at ES “Sveti Sava”, Velika Plana, on Friday, October 14th, 9:00h

PVC White Profiles Six – chamber, window frame 86 – 88 mm Lead free Non recycled (Rehau, Veka) or recycled in inner parts (Profine) U value is 1,1 W/m2K – compared between Rehau, Profine and Veka, Profine has U = 1,0 W/m2K (others have 1,1 W/m2K) Guarantee – 10 years PVC Colored Profiles Colored profiles are to be generally all-around reinforced Guarantee – 5 to 10 years Instead of coloured profiles: ALUFUSION Al (outer part of profile) plus PVC (inner part of profile)

Double and triple glazed glass packages U value is 1.1 for double glazed, and 0.6 for triple glazed packages Low emission coating is applied Argon charging Warm edge spacer between glasses Middle glass pane in triple glazed package has to be ultra clear low iron glass
