Laboratory Statistics Process up to 90,000 samples/month- AVG 75,000 (5 to 8,000 CIV) 3 shifts per day - 3 Officers & 70 civilian employees The Tripler Drug lab is the largest in DOD testing up to 70,000 specimens a month performing over 4,000,000 tests a year. We do this with 2 military personnel and 65 civilian employees and operate on a budget of over 5 million dollars a year.

Total Workload FY05 Tested 840,000 total specimens (36,438 civ) Turn Around Time: Negative TAT: 2.49 days (mil) 0.13 days (3.14 h) (civ) Positive TAT: 6.01 days (mil) 2.78 days (civ) We have mandated DOD turn around times are for negative urine sample of 4 days and 6 days for a positive urine sample. We exceed our TAT for positive in FY00 because of a 15% increase in the total number of positives mostly from active Army unit but also from higher absolute numbers from the NG as you sent us more samples. We have increased staff and recourses in FY01 and to date we are averaging 5 days for a positive specimen.

STATISTICS TAT FY05 TAT FY06 Positive- 3. 91 days Negative- 3.14 hrs Average- 4.32 hrs TAT FY06 Positive- 3.65 days Negative- 11.0 hrs Average- 12.1 hrs Discrepancy- 1.84 days

CHALLENGES Different procedures Receiving Screening- validity testing GC-MS Methods MRO Review- Transition to Pembrooke Cut-offs Two separate drug testing programs within lab – Additional inspections (2 regulating agencies) Certifications Proficiencies Blind Specimens Training

STATISTICS Workload FY05 Workload FY 06 36,438 (3038/month) specimens 0.63 % rejected 1.43% positive rate Workload FY 06 2,900 (Dec) 5,631 (Jan) 0.44 % rejected Positive Rate Navy- 0.74% DOI- 0.30% Army- 0.36%

IMPACT Forced staffing changes 3rd shift Additional personnel requirements- overhired in most sections. Designated civilian testing teams Civilian Specimens priority over military Shifted Military Workload Improved Customer Service

SHORT-TERM OBJECTIVES Improve Customer Service Track forms and kits Increase volume of kits and forms available Improve feedback on Discrepancies Certify Dr Haak as additional RP (Dr Schatz vacancy) Expand Testing to Additional Agencies Solicit additional DoD customers

LONG-TERM OBJECTIVES Reorganize Laboratory into two separate divisions- military and civilian Staffing Reorganization Facility Renovations Certify Additional RP Comply with New Validity Testing Criteria Confirm Procedures Expand Adulterant Test Menu
