Overview of Payload Issues 2.5% or more the of population who use mobility aids have a combined weight of more than 600 pounds ( mobility aid and person) [UK Study, rough US statistics] Of this population a certain number use mobility aids as a result of obesity and can walk a few steps Others ( Duchene M.D. and quads) must remain in mobility aid

Factors impacting payload Two factors: 1.Increasing size of scooters Senior population increases, they substitute car with scooters, mainly in outdoor environment Impact on weight and size: they are built stronger, longer, faster sometimes with large wheels 2. Obesity of occupants Increase in obesity even among young people, BMI over 30 in many US states Impact on weight and size: scooters must be stronger; seats wider to accommodate occupants These two factors combined, increase in scooter size and increase in occupant weight and size, can result in a combined weight in excess of 600 lbs.

Impacts on other accessibility features Larger scooter impact: Larger maneuvering space Larger platform size Wider doors Larger mass for securement Obese passengers impact: Wider seats Stronger seat support Toilet support Grab bars

Operations Current ADA regulations specify a payload of 600 pounds for lifts and ramps across all modes From operational experience: there are paratransit operators who procure vehicles capable of higher payloads ~ 800 Pounds [making adjustments to vehicle chassis, suspension and transmissions]

Technical/Safety Issues Changing Payload by 200 pounds is much more than changing payload by 200 pounds! Vehicle components must be tested up to 9g Impacts vehicle structure, seats, lavatories aisle, etc. Vehicle seats are rated to 400 pounds

Societal Issues 2 sides to the issue! 1. Opportunity to increase design loads for next generation of rail cars, and serve a changing demographic 2. Introduces inconsistency for passengers
