Paris, June Wagon management information flow on Slovenian Railways wagon ordering wagon maintenance

Paris, June Information system for wagon management computer aided information system for traffic management – ISUP: - control and monitoring of traffic management - control of technological operations of freight traffic three levels of information on wagon location and status: - pre-advice information (used for planning) - current information (wagon localisation) - archive database ISUP is connected to HERMES HMS module for information interchange to neighbour railways: - train announcement - record of sent and received train announcement - inquiry for a wagon located abroad,...

Paris, June Distribution of wagons A customer should prior to loading and transport the goods order freight wagons at a dispatching station. Operations related to distribution of wagons are appointed at predefined and fixed time of the day. Several entities participate in information flow of distribution of wagons: FC – final customer FF – freight forwarder SP – station personnel (station master, freight keeper, commercial personnel) R – registrar WD – wagon dispatcher TD – train dispatcher LD – loco dispatcher CS – central server (ISUP)

Paris, June Wagon order Final customer (FC) makes a request for wagons directly by station master (SP) or through mediation of freight forwarder (FF). 90% of transport request is processed by FF: long-run, international, transport via Port of Koper; inexperienced FC FC together with FF or SP translates the freight into wagons and fulfils a wagon order VAG23: date of transport, type of freight, weight, length, destination station, transport route, destination country The orders VAG23 are forwarded by station personnel to a registrar (R) in charge for the particular line. R registers and inputs the orders to central server (CS) - ISUP Wagon dispatcher (WD) invokes a list of wagon orders and a list of available wagons for the complete SR network. Considering a timetable WD creates a disposition plan VAG28 for the empty wagons (located on CS). WD harmonizes the possibility of traction and delivery of empty wagons at specified time slots with a train dispatcher (TD) and a loco dispatcher (LD). Wagon ordinances are created considering the priorities and RIV provisions. Freight keeper (SP) checks the list of confirmed wagon orders which contains the list of empty wagons to be delivered to his station (dispatching station) and a timetable of deliveries. FC obtains the confirmation of the ordered wagons (also FF) and indication of the time the wagon is at his disposal for loading. FC decides for the non-confirmed orders if he prolongs the validity of those orders (time). After completion of loading FC or FF hands out a bill of carriage with information on consignment to the freight keeper (SP). Before dispatching of wagons the bill of carriage is verified by commercial personnel (SP). During transportation a freight keeper (SP) inputs and changes the bill of carriage in CS (ISUP): wagon location, status F/E, time. For the wagons going abroad a station or a marshalling yard SP makes an announcement to the accepting railway. During transportation a freight keeper (SP) tracks information on wagons destined to his station (checks the announcements for the wagons coming from abroad). After unloading of the wagons SP closes the bill of carriage and turns wagon status to “available”.

Paris, June Wagon maintenance Wagons are maintained regularly (planned in advance) and urgently (make deficiencies, troubles and damages good) Maintenance process: - routine maintenance (regular supervision, care, control reviews and urgent maintenance) - revision maintenance (surveillance, measurement, refitting in revision cycles) Revision cycles are defined in accordance with provisions of UIC note No : - 6 years for the wagons fulfilling RIV cinditions - 4 years for the rest Revision cycles can be extended according to the regulations.

Paris, June Revision maintenance Wagon owners make schedules for planned revisions in order to provide organized and regular wagon maintenance. Owners have to prepare a documentation and a list of perceived deficiencies and remarks on wagons. Revisions are carried out in authorised workshops. Several entities participate in information flow of wagon maintenance: CMM – central maintenance manager WE – wagon economist MW – maintenance workshop WS – wagon surveyor CS – central server (ISUP)

Paris, June Wagon maintenance information flow At the beginning of each year a central maintenance manager (CMM) composes a list of wagons which are due to be sent to revision maintenance. The list is adjusted with information by a wagon economist (WE) on wagon exploitation (no longer needed active wagons, activation of a reserve rolling stock). After a revision list has been composed CMM and a maintenance workshop (MW) create and harmonize a plan of work: a monthly schedule of revision maintenance for the wagons to be maintained. Each month CMM checks the revision list and notifies all wagon surveyors (WS) about the wagons to be sent to MW in the current month (after unloading or coming from abroad). Wagon status is changed to “on maintenance”. MW regularly checks in CS the information about the wagons sent to maintenance. After completion of revision maintenance and start of operation of the wagon its status is changed and revision data are added to the wagon maintenance record on CS.
