Acquisition, Technology and Logistics Federal Real Property Council Executive Order (February 2004) created the Federal Real Property Council (FRPC), established the role of the Senior Real Property Officer, and mandated the creation of a centralized real property database. At the same time, “real property” was added to the President’s Management Agenda. The goals of Executive Order are to: –Promote efficient and economical use of real property resources. –Increase agency accountability and management attention to real property reform. –Establish clear real property goals and objectives.

Acquisition, Technology and Logistics Federal Real Property Council In 2005, the FRPC defined 23 real property data elements for the Federal Real Property Profile (FRPP) database. All executive branch agencies were required to submit data to the FRPP, at the constructed asset level, for each of the data elements by Dec15, “Historic Status” is one of the 23 data elements Mr Philip Grone, Deputy Under Secretary of Defense for Installations and Environment is the DoD Senior Real Property Officer, the Senior Policy Official as per Preserve America, and the DoD rep to the ACHP

Real Property consists of: –Land –Improvements to Land (Facilities) Buildings Structures Linear Structures (roads, transmission lines, etc) DoD Holdings: $620B + in Real Property Facilities –2.3 B square feet of buildings –30 M acres –6,700 sites worldwide DoD Holdings vs. Government Wide Totals: –67% of the total Federal Real Property Assets –61% of the total Plant Replacement Value

Acquisition, Technology and Logistics Why Real Property is Important Improved real property data and agency performance will: –Reduce operating costs –Improve asset utilization –Recover asset value –Improve facility conditions –Create more productive workplaces –Enhance safety and security DoD’s real property inventory (RPI) is the core of requirement and resource models for facilities –Facilities Sustainment Model; Facilities Recapitalization Metric Need to know the DoD “footprint” to make sound business decisions Good information is critical to good decisions

Acquisition, Technology and Logistics DoD RPI Historical Status Code Definitions: National Historic Landmarks –NHLI – Individually Listed National Historic Landmark An individual facility that is individually listed on the National Register of Historic Places and has further been declared to be a National Historic Landmark by the Secretary of Interior due to its prominent importance in our Nation’s history. The designation of a National Historic Landmark is coordinated by the Secretary of Interior in consultation with the Federal Preservation Officer (FPO). –NHLC – Contributing Element to a NHL District An individual facility that is identified as a contributing element of a district listed on the National Register of Historic Places/designated a National Historic Landmark. –NCE – Non-Contributing Element of NHL/NRL/NRE District –DNR – NHL/NRHP Property, Designation Rescinded

Acquisition, Technology and Logistics DoD RPI Historical Status Code Definitions: National Register of Historic Places –NRLI – Individually Listed on the NRHP An individual facility that has been determined to meet the National Register criteria of eligibility, and has been formally listed in the NRHP by the Keeper of the National Register. The formal evaluation and nomination process of individual facilities involves the review, approval, and signature of the FPO, the State Historic Preservation Officer (SHPO) or the Tribal Historic Preservation Officer (THPO) (as appropriate), and the Keeper of the National Register. –NRLC – Contributing to a NRHP District An individual facility that is identified as a contributing element of a district formally listed on the NRHP. –NCE – Non-Contributing Element of NHL/NRL/NRE District –DNR – NHL/NRHP Property, Designation Rescinded

Acquisition, Technology and Logistics DoD RPI Historical Status Code Definitions: National Register - Eligible –NREI – Individually Eligible for the NRHP An individual facility that is determined to meet the National Register criteria of eligibility, but has not gone through the formal nomination process. An eligible facility is treated the same as a facility listed in the NRHP pursuant to the National Historic Preservation Act and 36 CFR 800, "Protection of Historic Properties". Facilities are determined to be eligible for listing in the NRHP through installation determinations as concurred with by the SHPO or THPO (as appropriate), or by a determination from the Keeper of the National Register. –NREC – Contributing to a District Eligible for the NRHP An individual facility that is identified as a contributing element of a larger district determined eligible for listing on the NRHP. –NCE – Non-Contributing Element of NHL/NRL/NRE District –ELPA – Eligible for the NRHP for the Purposes of a Program Alternative

Acquisition, Technology and Logistics DoD RPI Historical Status Code Definitions: Ineligible / Not Evaluated - Resources –DIL – Determined Ineligible for Listing A facility that is 50-years or older that has been evaluated using the National Register criteria and is determined not to meet any of the requirements for eligibility. This determination is carried out by the installation staff in consultation with the SHPO or THPO (as appropriate). –NEV – Not Evaluated A facility that has been identified as 50-years or older, but has not been evaluated by the installation to determine the applicability of the National Register criteria of eligibility.
