‘FIVE DAYS THOU SHALT LABOR, AS THE BIBLE SAYS. THE SEVENTH DAY IS THE LORD THY GOD’S. THE SIXTH DAY IS FOR SOCCER’ BY:BURGESS ANTHONY GAME PROCEDURES

THE NIGHT BEFORE:  REFEREE 1, IS LISTED FIRST ON ARBITER, AND SHOULD PHONE THEIR PARTNER FOR THEIR NEXT GAME AND DISCUSS ANYTHING RELEVANT TO THAT GAME.  DISCUSS WHAT COLOR UNIFORMS TO WEAR.  DISCUSS WHERE TO MEET IN PARKING LOT.  POSSIBLY CARPOOLING?

PREGAME MEETING:  MEET IN PARKING LOT NO LATER THAN 4:10 (FOR 4:30 START).  WALK ON THE FIELD TOGETHER.  LOOK PROFESSIONAL.  IF PARTNER IS LATER THAN 4:10, GO TO FIELD ALONE.

ONCE ON FIELD, PREGAME:  INTRODUCE YOURSELVES TO COACHES.  SPEND EQUAL TIME WITH EACH COACH.  INSPECT FIELD & NETS TOGETHER & WARM UP.  INSPECT GAME BALLS.  MEET WITH BALL PEOPLE AND TIMERS AND GO OVER THEIR ROLES.

PREGAME COIN TOSS:  CALL CAPTAINS AND HEAD COACHES WITH 5 MINUTES BEFORE GAME TIME.  READ SPORTSMANSHIP CARD (LIABILITY).  ASK VISITING TEAM TO CALL TOSS IN THE AIR AND LET COIN HIT THE GROUND (WINNER GETS BALL OR CHOICE OF END).  VERIFY FROM COACHES THAT ALL PLAYERS ARE PROPERLY AND LEGALLY EQUIPPED.  DISCUSS ANY OTHER PERTINENT INFORMATION.

PREGAME COIN TOSS:  Each team shall submit a team roster, containing the first and last names and numbers of all players, substitutes all bench personnel and all coaches, to the officials at least five minutes prior to the start of the game.  Goalies are permitted to have two numbers listed  One field number and one keeper jersey number

KICK OFF PROCEDURES:  Page 87 of Rule Book  POSITIONING: LEAD AND TRAIL L T TRAIL OFFICIAL ON MIDWAY LINE, ON TOUCHLINE. LEAD OFFICIAL YARDS FROM MIDWAY LINE, INSIDE TOUCHLINE

KICKOFF PROCEDURES:  WITH BENCH ON LEAD OFFICIAL SIDE, LEAD OFFICIAL ASKS CAPTAINS AND TIMER IF THEY ARE READY THEN SIGNALS TO TRAIL OFFICIAL WITH AN ARM EXTENDED PARALELL TO THE GROUND, POINTED IN DIRECTION OF KICK.  WITH BENCH ON TRAIL OFFICIAL SIDE, TRAIL OFFICIAL ASKS CAPTAINS AND TIMER IF THEY ARE READY, THEN CHECKS WITH PARTNER (WHO SIGNALS READY) AND THE TRAIL OFFICIAL ALWAYS WHISTLES THE START FOR A KICKOFF.

SUBSTITUTION PROCEDURES:  EVERY BALL OUT OF PLAY, THE NEAR OFFICIAL SHOULD LOOK TO SCORERS TABLE FOR SUBS.  IF IT IS AN APPROPRIATE SUBSTITUTION OPPORTUNITY, NEAR OFFICIAL BLOWS WHISTLE TO STOP PLAY.  IF IT IS A FAR SIDE THROW IN, NEAR OFFICIAL HOLDS UP THEIR ARM EXTENDED PARALLEL TO GROUND WITH THE PALM FACING PARTNER (SIGNALING STOPPAGE).  WHEN SUBS ARE OFF, THE NEAR OFFICIAL EITHER DROPS ARM OR POINTS IN DIRECTION OF THROW, TO SIGNAL TO FAR OFFICIAL TO BLOW THE WISTLE FOR THE RESTART  OR, IF THEY ARE THE OFFICIAL ON THE SIDE OF THE THROW IN, DROP YOUR ARM OR POINT, AND BLOW THE WHISTLE.

CORNER KICK PROCEDURES:  THE LEAD OFFICIAL IS RESPONSIBLE FOR BLOWING THE WHISTLE FOR A CORNER KICK, IF A WHISTLE IS NEEDED (FOLLOWING SUBSTITUTION). L T RIGHT SIDE LEFT SIDE LEAD OFFICIAL IS ON GOAL LINE BETWEEN POST AND PENALTY AREA. TRAIL OFFICIAL IS NEAR THE TOP OF THE PENALTY AREA

CORNER KICK PROCEDURES:  KICKS TAKEN FROM THE RIGHT SIDE: (NEAR SIDE OF LEAD) ▪ LEAD OFFICIAL WATCHES THE FLIGHT OF THE BALL (IN/OUT OF BOUNDS) TO WHERE BALL WILL LAND FOR FOULS. ▪ TRAIL OFFICIAL WILL OBSERVE KEEPER AND THE PLAY AROUND GOAL AREA.  KICKS TAKEN FROM THE LEFT SIDE: (FAR SIDE FROM LEAD) ▪ LEAD OFFICIAL WATCHES FLIGHT OF BALL AND KEEPER ▪ TRAIL OFFICIAL WILL OBSERVE PLAY AROUND THE PENALTY AREA ESPECIALLY AROUND THE GOAL AREA.

GOAL KICK PROCEDURES:  THE TRAIL OFFICIAL ALWAYS BLOWS THE WHISTLE TO RESTART ON A GOAL KICK IF NEEDED (AFTER A SUBSTITUTION).  TRAIL OFFICIAL MAKES SURE THE BALL IS PLACED INSIDE THE GOAL BOX AND WAITS FOR THE KICK NEAR TOP OF PENALTY AREA. HE MUST MOVE QUICKLY TO LAST DEFENDER.  THE LEAD OFFICIAL WAITS NEAR MIDFIELD.

PENALTY KICK PROCEDURES:  THE LEAD OFFICIAL IS RESPONSIBLE FOR BLOWING WHISTLE FOR A PENALTY KICK. L T LEAD OFFICIAL ACTS AS GOAL JUDGE AND WATCHES KEEPERS MOVEMENTS. TRAIL OFFICIAL WATCHES FOR EITHER TEAM INFRINGEMENTS AS WELL AS KICKER INFRINGEMENTS.

FREE KICK PROCEDURES:  WHEN A FOUL IS CALLED…  IF NEEDED, SIGNAL TO STOP THE CLOCK (INJURY OR CARD).  SHOW PROPER NFHS SIGNAL FOR FOUL  POINT, INDICATING DIRECTION  SHOW SIGNAL FOR TYPE OF KICK (DIRECT OR INDIRECT).

FREE KICK PROCEDURES:  UPON THE WHISTLE AND SIGNAL OF A FOUL, THE LEAD OFFICIAL NEEDS TO HUSTLE TO LAST DEFENDER.  THE TRAIL OFFICIAL NEEDS TO HUSTLE TO “SPOT THE FOUL”.  THE LEAD OFFICIAL ALWAYS BLOWS THE WHISTLE TO RESTART IF NEEDED (AFTER MOVING WALL).

 BOTH OFFICIALS NEED TO MAKE EYE CONTACT THROUGHOUT THE GAME.  WHEN THE BALL IS NEAR OPPOSITE SIDELINE, MOVE NEAR MIDDLE OF FIELD.  TRAIL OFFICIALS NEED TO BE UP ON THE PLAY WHEN THE BALL IS NEAR THE FAR GOAL LINE. CLOSE ENOUGH TO PLAY, BUT STILL ABLE TO RECOVER FLOW OF PLAY

SECTION 2 DROP BALL ART The game is restarted with a drop ball: a. when the ball is caused to go out-of-bounds by two opponents simultaneously; b. when the ball becomes deflated (2-2-4); c. following a temporary suspension of play for an injury or unusual situation in which no team has clear possession of the ball; d. when simultaneous fouls of the same degree occur by opponents.

RULE 3: THE PLAYERS AND SUBSTITUTION.  The referee observes that Team A has 12 players in the game before the game is restarted following a goal by team A ?  the goal is disallowed and the game is restarted with a goal kick by Team B.
