Topics of breakout session I Topic I: Mandates of statutory services and case management  Kyrgyzstan - Gatekeeping structures and working methods  Tajikistan - Child Rights Department’s role in ensuring development of gatekeeping and referral systems

Topic I: Key conclusions  Statutory services close to the community and funded by state (discussion on the precise level of locality) (All)  Transformed roles rather new structures (Tajikistan)  Central level coordinate, monitor and policy, priorities and standards setting for statutory services  Limited number of system entry points (number of entry points vary from country context and reform stage)  Permanent placement mostly under court’s jurisdiction (court based on social inquiry report)  Engagement of civil society as added value for decision making

Topics of breakout session I Topic II: Assuring access to services for groups at risk and coordinating responses from the public sector and other providers  Kazakhstan - Law on Specialized Social Services  Russia - Reforming the guardianship and trusteeship bodies

Topic II: Key conclusions  Better informed most vulnerable groups (community empowerment, home visits, local meetings, simplified procedures, professionally trained and client oriented staff, engagement of local authorities) (Kyrgyzstan)  Creation of local CP referral network (schools, health, police, NGOs, village leaders)  Joint planning by statutory and civil society

Topics of breakout session I Topic III: Methods and tools for good case management  Tajikistan - Reducing the numbers of children with disabilities in institutions through gatekeeping practices

Topic III: Key conclusions  Family group conferencing – child and family know best care solution, social worker as a facilitator  Increase of multidisciplinary approach in complex cases (like CWDs in revised PMPC in Kazakhstan and Tajikistan)  Decision making separate from case management process  Availability of resources (adequate salaries, training, transportation) (Tajikistan and Kyrgyzstan)
