Energy policy as a stabilising factor. Energy policy has always as well been peace policy as the Coal and Steel Treaty illustrates.. External energy policy becomes increasingly a key element in EU energy policy as a whole.

However, the potential for renewables is huge. Georgia: untapped hydro resources (20 TWh/y), significant potential for wind, solar, geothermal and biomass.. Ukraine: huge biomass potential (ten times it current levels), also potential for wind, solar and geothermal energy.. Turkey: target of 30% of renewables in electricity by 2023 (17% in 2008). Electricity demand is supposed to double until Renewable target of 30 % in electricity by Romania: potentially 17 TWh/y hydro, 23 TWh/y wind, 88 TWh/y biomass (total net electricity production in 2009 was 53 TWh).. Bulgaria: potential estimated at 52 TWh/y, hydro and biomass in particular (total net electricity production in 2009 was 39 TWh).

Deepen and extend the Energy Community Treaty, focus on effective implementation.. Baku initiative and Eastern Partnership Security Platform remain key frameworks for regional energy dialogue.
