Then the basic lab Work is applied. Then the adjustments becomes more subtle with mask painting. Then area ‘burns’ are applied to bring out the subject.

It’s done with elliptical selection, feathering selection, and brightness adjustment. In the example images, nothing else changed except for the eye.
