2 TRIBAL TRANSPORTATION PROGRAM COORDINATING COMMITTEE TTPCC TTPCC Background Leadership Members Workgroups Current Work Issues Next Meeting

3 TTPCC (25 CFR ) Purpose: –To provide input and recommendations to the BIA and FHWA in the development of Tribal Transportation Program policies and procedures; and –To supplement government to government consultation by coordinating with and obtaining input from tribes, BIA and FHWA

4 Members –The Secretary of the Interior seeks nominations for Tribal Regional Representatives to the TTPCC. One Primary and one Alternate Representative from each of the 12 BIA Regions; and One non-voting member each from BIA and FHWA. –The Secretary accepts only nominations for Tribal Representatives and alternates officially proposed by Tribes within each of the 12 BIA regions. TTPCC (25 CFR )

5 Responsibilities: –To provide input and recommendations to BIA and FHWA during the development or revision of: BIA/FHWA IRR Program Stewardship Plan; IRR Program policy and procedures; IRR Program eligible activities’ determinations; IRR Program transit policy; IRR program regulations; IRR management systems policy and procedures; IRR Program fund distribution formula (under 25 CFR ); and National tribal transportation needs;

6 TTPCC (25 CFR ) Responsibilities (cont) –The Committee also reviews and provides recommendations on Tribal Transportation Program national concerns, including the implementation of 25 CFR 170, as amended.

7 TTPCC (25 CFR ) Responsibilities involving Funding process –To provide input and recommendations to BIA and FHWA for: New IRR inventory data format and form; Simplified Cost to construct (CTC) methodology (including formula calculations, program, design, and bid tab); Cost Elements ;

8 TTPCC (25 CFR ) Responsibilities involving Funding process (cont) –To provide input and recommendations to BIA and FHWA for: Over-design issues; The impact of including funded but non-constructed projects in the CTC calculation.
