Project Philosophy “This project must engage a limited number of profiled municipalities to address the challenges faced by Local Government with regards to service delivery and poverty reduction through the implementation of practical, do- able, high impact projects over the next 18 month period”. 4 Creating a new ethos in the public service in regard to the way we do things and co-operate towards common goals common goals (seamless governance) (seamless governance)

Government’s Targets for 2014 Reduce unemployment by half. Reduce poverty by half. Provide the skills required by the economy. Ensure that all South Africans are able fully to exercise their constitutional rights and enjoy the full dignity of freedom. Provide a compassionate government service to the people. Improve services to achieve a better national health profile and reduction of preventable causes of death, including violent crime and road accidents. Significantly reduce the number of serious and priority crimes and cases awaiting trial. Position South Africa strategically as an effective force in global relations. 4
