The Second Reform Bill of 1867  Admitted one million more eligible voters, many from the working class.  Spearheaded by Benjamin Disraeli- conservative.

William Gladstone  Liberal P.M. of England.  Ballot Act of secret ballots  Education Act of made government responsible for elementary schools.

 More literacy, more democracy, less discontent.

Disraeli- P.M  Public Health Act- gov’t. responsible for sanitation.  Artisan Dwelling Act- provided gov’t. housing for the working class.
