Changeouts: Replacing old Woodstoves with Cleaner Home Heating options John Crouch – HPBA Washington State SHB 2261 Wood Smoke Work Group August 1, 2007

History & Background Industry Changeout concept –WHY changeouts? –Early Changeouts (Education Programs) –“Voucher” Changeouts (Government incentives plus industry discounts) –Libby, Montana, “Whole Town Changeout” Lessons Learned & observations

Hearth Industry Background Hearth Industry means all –EPA/B415 High Tech Woodstoves –Pellet Fueled Stoves (also Corn) –Gas fired products, either LP or NG Inserts, Inbuilt (Gas Fireplaces), or Freestanding –Chimney, floor protectors, related products

HPBA –Hearth, Patio & Barbeque Association North American Trade association –Local Chapters & Affiliates HPBA Canada BC Chapter –Related organizations APC –Association des professionnels du chauffage PFI - Pellet Fuels Institute Wood Pellet Association of Canada WETT – Wood Energy Technology Transfer, Inc. HPBEF – Hearth, Patio, & Barbeque Education Foundation

Wood Heat NGO Wood Heat Organization, Inc. –Independent of Trade Associations No product to push Two consultant/writer presenters Stanch advocates for good quality – responsible- woodburning Often undertake projects, both for Government & Industry, that overlap with their goals: i.e. –Eastern Ontario Burn it Smart program & Report – ess/Canada_BiSEasternOntFinalRPT.pdf

Changeout Concepts Joint Industry/Government Partnership Capture & Destroy the old stove Replace it with Cleaner Heat Offer best incentives you can Create a broad coalition of partners Different partners may prefer different options for replacement – but all agree – –Old stove must go! Use Program to Educate all woodburners

WHY Changeouts? Health effects of excess woodsmoke well known, Woodburning established in rural homes in North America, 40-80% of HHs (?) Even in Suburbs wood heat established, All electric homes most likely to use Wood Heat,

Changeout History – US st Industry Pilot project – Oregon st partnership & major Metro area – Seattle & Puget Sound Clean Air Authority st “Whole Town” Changeout Crested Butte, partnering with USEPA Region VIII, Colorado Dept of Health 1990 – 2000 numerous programs, Spokane, Oregon, Denver, Reno 2001 – 8 state program in Great Lakes

Changeout History - Canada –Kelowna, B.C. – Longest continous Changeout program in North America –“Burn it Smart” Natural Resources Canada Community based education Built local support – held in local fire stations Challenged local wood burners to burn better “Retail” consumer education Always includes a Burn Trailer Website remains one of best resources in NA

“Current Events” Darrington/Yakima -- –Smaller town/Ongoing programs Sacramento (Calif) – Very Urban – includes FP & WS, Major resources Marietta, Ohio SEP - $245K low income WS Quebec - $100K, PR, Home shows, Magazine Bulkley Valley, Vouchers, coordinator Nova Scotia

Libby, Montana History –App 80% of winter fine PM = woodsmoke –Widespread impaired lung function – 30% of residents have asbestos fibers in lungs –Industry demonstrates value of changeouts Phase I –Industry donated stoves & cash for up to 1 st 300 Low Income families wood – wood Phase II –Special appropriation $1 Mill for vouchers for up to 900 households, May choose Any cleaner option

Libby Changeout Total for 22 months Phase II vouchers – 823 issued Phase II stoves changed – 792 Phase I Changeouts – 260 completed Stoves rebuilt – 79 (app 10%) Stove surrendered -- 9

Libby - Continued Phase I -- Low Income families defined as 1.25% LIEAP Guidelines Also - Food stamps, Head start or other Newspaper articles, radio interviews, Industry “Stove Fairs” Flyers in Elementary School backpacks Flyers in Spanish for Head start Kids

Phase II Replacement Types 3/30/07 Gas Stove/Heater/Furnace 51 –Woodstove 480 Wood Insert 57 Wood Furnace 11 Pellet Stove 97 Pellet Insert 27 Pellet Furnace 46 Oil Stove/Furnace 19 Electric 15 Surrendered/Eliminated 9

Changeout Lessons Learned(ing) Local Champion Critical – Funded better than volunteer Verification of eligibility Advocacy & promotion Financial entity Warehouse/Dumpster? “Stage” Vouchers Multi-year programs are okay, in fact may be best, plan for vouchers to start small & increase over time Low income HH need options Ask for ‘co-pay’ (even token) Offer 2 -3 carefully screened woodstove choices – better by-in

Lessons Learned -continued “Discounts” Always hard for industry to talk about – anti-trust issues in US Some level of manufacture/local dealer co-discount typical & reasonable Bulk purchasing possible, but only with involvement of local dealer- otherwise who installs? Other sources of incentives: Utilities LP industry Regulatory Backstop – critical component

How Does Libby Compare? Annual Heating Degree Days: Libby – 7100 Spokane – 6600 Yakima – 6011 Puyallup – 5092 Bothell

PM2.5 FRM Monitors in Libby Started in 1999 Every 3rdDay Located on the roof of the Lincoln County Health Office downtown. Ave. Ann. Mean μg/m3 Ave. 98th% 24 hr μg/m3

Future Large number of Changeout programs planned & discussed New US PM standard will trigger more Changeouts Higher Home Energy Costs encourage need for Changeouts – (old stoves reborn) USEPA “Changeout Workshop” Reno- March th “Gathering of Practitioners” Eric Crump
