The Reason for Dioxin Contamination Due to its 23 miles of dirt roads and lack of pavement funds, the city of Times Beach hired waste hauler Russell Bliss to oil the roads in and around the town in On December 5, 1982, the Meramec River flooded, causing an evacuation as more than 95% of the city was covered with 10 feet or more of water.
