ORDSALL DEVELOPMENT FRAMEWORK 3 YEARS ON

Development Framework for Ordsall Prepared by BPTW architects. Walking audit of the estate. Exhibition 17th to 25th April 2004, at Ordsall Hall. Endorsed by Ordsall Langworthy Community Committee in October Endorsed by the council cabinet in November Formal legal agreement between the city council and LPC Living completed in May potential sites identified for development.

Key Proposals Environmental and infrastructure improvements throughout the estate. New development on currently vacant land. New development to create natural surveillance to new and existing streets. Improve ease of access through estate. New primary school and children’s centre. New retail centre on Trafford Road. New community facilities. New houses and apartments, with emphasis on family housing. Longer-term opportunity for mixed development on Ordsall Riverside.

Infrastructure Programme Most capital receipts and S106 monies ringfenced for local infrastructure works. Forecast investment budget of £7.5 Million. Indicative programme of infrastructure works: –Highways works: including East-West vehicle route and North-South pedestrian link. –Public open space improvements and environmental enhancement. –Contribution to the costs of constructing the new primary school and children’s centre. –Acquisition of land and premises to secure development sites.

Progress: New Developments Primrose Hill Community Primary School and Children’s Centre. Quay 5. Radclyffe Mews. Hulton St. Robert Hall Street. Development outside the Partnership: Quays Campus, Ordsall Hall, Ordsall Riverside.

Progress: Infrastructure Contribution to Primary School. Regent Square Park. Safe routes to school. North-South route. East-West route. Mini sweeper.

Review: Number of new Dwellings 2004: around 2,000 dwellings in the Ordsall estate. Plus 230 apartments at Quay 5 etc. BPTW forecast up to 1,300 more new dwellings built under our Partnership, with more likely. Radclyffe Mews and Hulton Street add c290 dwellings (130 family houses and 160 apartments). Current forecast: 800 – 1,000 new dwellings built under Partnership ( family houses and apartments). Plus other development outside the Partnership.

Review: Ordsall Riverside c1000 apartments recently built, under construction or with planning permission. Come up list of priorities due to developer and URC interest. Emerging masterplan. Irwell City Park opportunity. New waterfront for Ordsall. Mix of uses. Consultants suggest area could accommodate over 3,000 more dwellings (including family houses). Long term and less certain.

Review: Public Services Assessment by Service Providers: Current gaps in provision will be met by Primrose Hill and new Community Hub/Health Centre. Sea Cadets building provides poor accommodation for youth service, but no commitment to new building. Feedback from Community Consultation: No evidence of unmet demand for further buildings. Risk there are too many community meeting rooms.

Review: Public Open Space Ordsall Park Masterplan –focus for most activity. Monmouth Park –proposed refurbishment. Regent Square Park. Equipped Play Areas: –BPTW identified 5 sites. –Ordsall Park –in Masterplan –South Ordsall –deleted following public consultation –Regent Square Croft –housing now proposed –Neighbourhood building –consultation planned autumn 2007 –Brassington Avenue –no consultation yet

Review:East West Route Detailed consultation not held yet. Hulton Street development will form 1 st phase. Will demonstrate proposed standard of traffic calming. Proposals to be developed as part of plans for St Clements School site.

Review: Infrastructure Programme Remediation costs of Hulton Street site reduced income. Down by £0.5 Million. Current Budget Forecast of £7.0 Million £4.0 Million committed to date: –Acquisitions –Contribution to Primary School –Regent Square Park –Highway works –Mini sweeper Next priorities: –Acquisitions –Highway works –Public open space

Taking Stock Is the Framework still the right vision for Ordsall? Have we successfully implemented the Framework so far? Should we rethink our priorities?
