Piracy in the Arabian Sea and extortion have proliferated over the past several years. With each success, pirates grow ever more emboldened, particularly as international efforts to implement a comprehensive counter-piracy strategy continue to flounder. Piracy not only threatens to disrupt maritime trade in the region that Gulf economies depend on, it also undermines confidence in the ability of regional governments to address security challenges in their own “backyard.” The problem provides a unique opportunity for local actors, most importantly the Gulf Cooperation Council (GCC) nations, to demonstrate initiative and exercise regional leadership by taking decisive action against this growing threat. Organized piracy has become a major threat to regional trade and maritime security in the wider Arabian Sea,1 costing the global economy between $7 and $12 billion per year.2 In the Gulf of Aden, the southern entry point to the Suez Canal, acts of piracy are so frequent that the area has become known as" Pirate Alley.” This body of water, already the most dangerous in the world for piracy, has grown increasingly more treacherous as hijackings, kidnappings,

And while the real “hunting season” is yet to begin this year, the monsoon has just ended. The danger is not restricted on the coastal waters off Somalia only, since the entire Indian Ocean between India and Mozambique is a haven for thousands of pirates. The average time to reach agreement on a ransom is one year. And the ransom price has risen sharply, from few million United States dollars to about $6-12m, per ship. Piracy is, therefore, very profitable. After a “career” of five years, a pirate has often “earned” more than $200,000. By comparison, the general population in Somalia lives on less than$1 per day. In total, about 3,000 seafarers have been held hostage since 2008, and 60 of them died. At the moment, between seafarers from more than 30 ships are being held hostage in Somalia. This is a human disaster for them and their families.
