State Budget Water Bond (Proposition 1) Implementation Water Bond (Proposition 1) Implementation  $178 million to multiple agencies for watershed protection and restoration projects.  $137.2 million to the State Water Resources Control Board (SWRCB) and the Department of Water Resources (DWR) for recycling projects.  $135.5 million to the SWRCB for projects to treat drinking water and wastewater.
