F.S. TEXTBOOK AFFORDABILITY 277 (c) That a course instructor or the academic department 278 offering the course determines, before a textbook is adopted, 279 the extent to which a new edition differs significantly and 280 substantively from earlier versions and the value of changing to 281 a new edition or the extent to which an open-access textbook may 282 exist and be used. 283 (d) That the establishment of policies shall address the 284 availability of required textbooks to students otherwise unable 285 to afford the cost, including consideration of the extent to 286 which an open-access textbook may be used. 287 (e) That encourages course instructors and academic 288 departments to participate in the development, adaptation, and 289 review of open-access textbooks, in particular, open-access 290 textbooks for high-demand general education courses.
