Who’s protecting these inlets!! What’s a wattle and where did the contractor put them?

 Why you have to do an inspection  When you have to do an inspection  How you do an inspection

 Required by Trans  Determines if the BMP’s have been properly implemented, installed and maintained  Identifies corrective action that is needed

 Once per week  Within 24 hours after every precipitation event of ½” or more during a 24-hour period  At the beginning and end of each stage  After installation of BMP’s  At the completion of the project

 The prime contractor should be invited to accompany the inspector when doing inspections  The invite must be sent at least 1-hour in advance of the inspection  Use forms WS1072 and WS1074 from pantry software to complete the inspections

 Erosion control diary/inspection form  Pantry software  You all should have one

 Erosion control order form  Pantry software  Used if corrections or changes are needed  Prime contractor is not required to make changes unless an order is sent  You all should have one

 Keep all inspections and orders in the field office, with the ECIP, in a binder  This needs to be available to the public

 SDD 8e8-3  Entrenched, 4” for erosion bales and 2” for all other types  Minimum of 10” height above the flow line  Erosion bales should be double row

 Spread by machine to uniform ½” to 1” depth  ½ to 3 tons per acre  A spray on non-asphaltic tack anchors the mulch

 Uniform depth of ½” to 1-1/2”  Anchored with a mulch tiller designed to crimp mulch into the soil  Crimped a minimum of 1-1/2” and a different anchor method must be used if 1-1/2” is not possible

 SDD 8e11-2  Should be 2’ higher than Q2 elevation or estimated high water elevation, whichever is greater  Should be anchored with sandbags  Post spacing 10’ max

 Leave existing vegetation in place as long as possible  Limit exposed areas  Topsoil and restore areas as soon as grading is completed  Staging

 Decide if the work is deemed an order, mobilization or emergency mobilization  Attach the inspection form  Project Engineer signs and dates, then sends to the prime contractor

 Prime contractor completes the work or has the sub-contractor complete the work and then signs and sends back to the Project Engineer  Project Engineer signs and then has 16- hours to inspect the work  Project Engineer signs, again, when the work has been accepted  Partial acceptance can be given  everything must be in writing

 Maintenance of BMP’s  Fix Improper installations  Repair minor failures  Repair damaged BMP’s

 For pre-planned installations  If there is substantial move-in of personnel and equipment  At stage changes  $300 per day penalty if not followed

 For serious and urgent repairs  $300 per day penalty if not followed  Substantial risk of a release

SUSPEND WORK

 Trans (1)(a) An inspector who believes that changes or corrective action are needed to best management practices may, by written order delivered to the prime contractor, temporarily suspend work until the project engineer is notified and decides all questions at issue

 Spec Book – (4) The engineer may limit the area of erosive land that the contractor may expose to the elements…  Spec Book – (6) The engineer has full authority to suspend or limit grading and other operations pending adequate performance of permanent erosion control members such as finish grading, topsoiling, mulching, matting, and seeding, and all temporary erosion control measures…

 Spec Book – (1) The department may suspend progress payments if the contractor does not comply with the engineer’s directions as the contract specifies

It’s your fault!!

 Corrective action is needed and an erosion control order was not sent to the prime contractor  BMP’s are inadequate but have been approved by the project engineer

 Corrective action is needed and an erosion control order has been issued, but the work has not been completed  The prime contractor was not in compliance with the contract documents and failure to comply was a significant factor  Project is behind schedule and the contractor has not submitted a revised schedule, if requested by the project engineer
