BLOODBORNE PATHOGENS PROGRAM

Overview Program responsibilities. Container labeling Training Disposal Spill mitigation Emergency response procedures.

Overview cont. Develop work practice controls and PPE Requirements Describe work place practices and PPE Communication

What are Bloodborne Pathogens? Pathogenic micro-organisms that are present in human blood and OPIM that can cause disease in humans.

Bloodborne Pathogens Program OSH Act requires safe practices for personnel occupationally exposed to bloodborne pathogens Applies to all activities with occupational exposures

Responsibilities Commands Make request IOT support OPS Industrial Hygienists - 5W’s & How Medical Treatment Facilities Safety Personnel - Evaluate, ensure employees are trained, request tech. help… Workers - Complete training, follow ECP & SOP’s, report exposure incidents Sharps Injury Log

Signs & Labels Labels must include the universal biohazard symbol, and the term “Biohazard” must be attached to: –Containers –Refrigerators or freezers

Signs & Labels Ex:

Training Requirements Initial employment and assignment Refresher Modifications or new tasks Training records –Maintained for 3 years

Common Bloodborne Pathogens Diseases Hepatitis B(HBV) Hepatitis C(HCV) Human Immunodeficiency Virus (HIV)

Potentially Infectious Bodily Fluids Synovial, pleural, pericardial, and peritoneal fluid. Cerebrospinal fluid. Semen. Vaginal secretions. Amniotic fluid. Saliva (in dental procedures).

Potentially Infectious Bodily Fluids cont: Any unfixed tissue or organ from a human. Any body fluid visibly contaminated with blood. All body fluid where it is difficult to distinguish between body fluids. Cell or tissue cultures that were HIV or HBV infected.

Disposal Must be placed in closeable, leak-proof containers built to contain all contents during handling, storing, transporting or shipping and be appropriately labeled or color-coded.

Disposal cont. When moving containers: -Close immediately -If leaking, place in secondary container -If reusable, clean in a manner that will not expose employees.

Spills and Cleanup Carefully cover the spill with paper towels or rags Gently pour 10% solution of bleach over the towels or rags Let sit for 10 minutes Wear PPE to collect & dispose of waste

Your Exposure Potential Industrial accident Administering first aid Post-accident cleanup Janitorial or maintenance work Handling of any waste products

Exposure Control Plan Commands shall consult local medical treatment facilities, IH and Safety when developing exposure control plans OCONUS activities consult the host country’s practices with regard to protecting foreign nationals

Exposure Control Plan cont. Identify tasks and jobs with potential occupational exposure exists Schedule of how and when provisions of the standard will be implemented and communicated Procedures to evaluate an exposure/incident Procedures to implement work practice controls, PPE requirements, and housekeeping precautions

Exposure Control Plan cont. Worker input. Annual review of the plan. Accessibility of the plan to workers.

Emergency Response Procedures In the event of exposure: –Clean the affected area Wash the potentially contaminated areas with soap and water Disinfect with bleach solution of 1 part bleach to 10 parts water –Mucous membranes Irrigate for 15 min with water or saline solution

Emergency Response Procedures –Exposures Report immediately Confidential medical evaluation shall be provided. Document routes of exposure and how exposure occurred

Develop Work Practice controls & PPE Requirements Contact local safety office, IH, MTF for assistance in work practice control development and PPE recommendations

Engineering Controls Devices that isolate or remove the bloodborne pathogens hazard from the workplace:

Engineering Controls BeforeDuringAfter Retracting lancets with safety features Hypodermic syringes with “retractable technology” safety feature Retracted protected position

Work Practice Controls Work area procedures Housekeeping precautions

Personal Protective Equipment cont: Eye protection Clothing Single use gloves “Latex Free” Gloves Facial masks CPR devices

Personal Protective Equipment Ex:

References –NAVMC Directive , Chapter 20 –29 CFR OSH Standards
