2 Memorandum of Understanding Between the NIH and NASA September 12, 2007: Dr. Zerhouni and NASA Administrator Dr. Michael D. Griffin shake hands after signing the MOU at the U.S. Capitol while Senators Kay Bailey Hutchison and Barbara Mikulski stand by. NIH will use reasonable efforts to –Publicize, to the intramural and extramural communities, the availability of the ISS as a research environment... –Give careful consideration through the standard review process to well-developed, investigator-initiated extramural applications and potential intramural activities related to space-related health research...

3 NIH Research Using ISS Resources All projects must Relate directly to the NIH mission Require the unique ISS environment Potential topics for a Funding Opportunity Announcement (from Multiple Institutes and Centers) –Pathogen infectivity and host immunity –Spatial orientation and visuo- motor performance –Synthesis of new therapeutic compounds, including nanotechnology structures –Basic biological mechanisms in the absence of gravity Combined effects of radiation and G on normal and tumor cells Cell repair processes and tissue regeneration –Human physiology and metabolism

NIH/NASA MOU Exploration Technology Development Program (ETDP) Milestones 2009 Human Research Program Status ad hoc Biomedical Committee Report

Optimizing Science and Exploration Working Group: Lunar Biomedical Research Objectives Status 8

9 NASA Advisory Council Previous ad hoc Biomedical Committee Recommendations NAC Biomedical Committee provided NASA 12 research recommendations pertaining to Human Research on the Moon –Define Baseline Human Physiological Response to 1/6 Earth’s Gravity –Adhere to a Rigorous Sequential Data Collection Approach during Lunar Missions, Combined with Analyses of Integrated Archived Data –Integrate all Relevant Clinical, Operational and Research Data into a Single Encompassing and Accessible Space Flight and Bioinformatics Database –Establish a Lunar National Laboratory during Lunar Outpost Interval –Supplement Limited Human Data with Data from Non-Human Research Models to Certify Crews for 30-Month Mars Missions –Implement Research, Training, and Operational Protocols That Will Enhance and Maintain the Behavioral Health of the Crew Who Will Function for Prolonged Intervals (e.g., 2 – 3 years) In the Isolated and Confined Micro-Societies that are inherent to Extended-Duration Exploration Missions –Involve the Crew as Colleagues on Scientific Teams –Enhance the Involvement of Human Factors in Vehicle and Habitat Design –Enhance the Capabilities for Autonomous Health Care during Exploration Missions –Use Preflight Preventive Medicine Strategies to Reduce Risk of Underlying Health Problems –Enhance Personalized Medicine for Crewmembers during Exploration Missions –Use the Spacecraft as a Simulator to Maintain Human Performance during Long Duration Voyages 9

10 Developing Lunar Human Research Resource Requirements HRP is developing research requirements using the Integrated Research Plan, the NAC recommendations and the salient tenets of the VSE Research to be conducted in transit and the surface of the Moon to prepare for Mars Exploration Development of resource requirements for the system will be documented in the HRP’s Lunar Human Research Resource Requirements –Required resource topics will cover: »Intravehicular volume »Transportation of Mass to the Lunar surface »Availability of crew time on Lunar Surface »Availability of crew time for pre- and post-flight data collection »Downmass from Lunar surface to Earth »Data communication rates and volumes »Ground processing of samples returned to Earth –Baseline of the document is expected by the end of February –These requirements will be forwarded to the OSEWG for evaluation and subsequent inclusion in Constellation requirements 10
