Revisions to the Title III Application This module will present only information about revisions to the Title III, Part A, application. The module will not address those portions of the application which remain unchanged from the Title III, Part A, application 5

Revisions to the Title III Application Please refer to the Title III, Part A, application module for information about the unchanged portions of the application. The Title III, Part A, application module may be located at: ns/index.shtml 6

Program Overview Revisions

The Program Overview section is included in the LEP tab of the individual application or the Title III tab of the consolidated application. As in the application, subgrantees accepting Title III funds must submit a local plan by completing six narrative boxes. The wording above each narrative box has been revised to more closely align with the new joint USED/DOJ Title III guidance released January 7,

Program Overview Revisions Divisions will be asked to provide detailed descriptions of: The core instruction programs and services provided to ELLs The core language instruction programs and services provided to ELLs Division efforts to meet the Title III Annual Measurable Achievement Objectives (AMAOs) Parental outreach and notification How proposed Title III expenditures are supplemental to core and core language programs and services Evaluation of programs and services provided to ELLs 10

Title III Consortia

As in , the Department will provide three options for divisions receiving under $10,000 in Title III funds for Join the statewide Title III consortium; or Join or form an independent Title III consortium; or Choose not to accept Title III funding. Title III Consortia 12

School divisions that wish to be a part of an independent Title III consortium must have Title III subgrants with a combined total of $10,000 or more. One school division must serve as fiscal lead for the consortium. The fiscal lead submits a Title III application on behalf of the consortium with the list of divisions in the consortium, the plan for the use of funds, and the total allocations for all divisions in the consortium. Consortium Application for Independent Title III Consortia 13

Consortium Agreement for Independent Title III Consortia The school division serving as the fiscal lead for the consortium must complete Section H of the Title III application. All consortium members must submit a signed certification document to the fiscal agent located at the following link under Title III, Part A: cations/index.shtml cations/index.shtml The fiscal agent keeps the certification pages on file for the consortium members. 14

School divisions that wish to be a part of the statewide Title III consortium will submit an application through a separate process. School divisions will be contacted separately regarding participation in the statewide Title III consortium. It is anticipated that Virginia Tech will remain the fiscal lead for the statewide Title III consortium Application for the Statewide Title III Consortium 15

Consortium Deadline Membership in any Title III consortia must be in place by July 1. Divisions receiving less than $10,000 in Title III funding that are not in a Title III consortium by July 1, 2015, will not be able to access their 2015 Title III LEP allocation. 16
