‘EUsers - Services of general interest in the EU: a citizens’ perspective on public versus private provision’ 2014 – 2017 Jean Monnet Networks Creation and development of consortia of international players in the area of European Union studies Milan

Encouraging the diffusion of innovative teaching approaches, applied research and policy debate on services of general interest (SGI) in the European Union from a citizens’ perspective, by creating a network of six universities. The EUsers network’s activities will focus mainly on network SGI such as energy, telecommunications, transport and environmental services. These will be examined through the lenses of citizens as users, and the public or private nature of their provision will be evaluated in terms of consumers’ welfare effects. Key questions: How should governments define the mission, performance criteria, and governance mechanisms of public enterprises providing SGI? How should they regulate the enterprise if provision is private or mixed? O BJECTIVES

45 Seminars will be centered around the issues of providing a EU perspective on the consumers’ welfare implications of different modes of provision of SGI. The seminars will be open to teachers and researchers, students, public administrators and representatives from the civil society. Some examples include: Impact of private/public ownership of SGI provider Financing of public services Innovation in public services Sector specificities: energy, telecommunication, railway, etc. Gender diversity in connection with leadership Issues Re-Municipalization / Re-Nationalization Sustainability of public services Remuneration Systems / Incentives / Variable Compensation in Public Enterprises Accounting and accountability of state-owned enterprises and agencies … ….

University of Milan, master and PhD level students selected both from and outside the universities joining the network. 40 hours of teaching activities and involving professors from the universities of the EUsers Network. Combination of lectures, tutorials and sessions with active students’ involvement, to encourage critical and original thinking on the role of SGI and issues regarding their provision. S UMMER SCHOOL
