Arizona Online Instruction (AOI) Yousef Awwad Director of School Finance- ADE 1

Arizona Online Instruction (AOI) Defined by ARS § AOI students can enroll and attend AOI schools any time during the year, any day in the week, any time day or night Part time students’ funding will be limited to 85% of BSL(Base Support Level), full time will be limited to 95% of BSL. 2

Arizona Online Instruction (AOI) ADM capped at 1.0 ADM (1.25 JTED satellite or charter, 1.75 JTED main) If student is enrolled concurrently or subsequently in another LEA, ADM is prorated among all LEAs SAIS will compare total actual minutes of attendance to total required minutes of attendance and the average daily required to actual daily average. If either the actual daily average or the total actual hours met the requirements then the student will be funded at 1 ADM 3

Grade1 FTE.75 FTE.50 FTE.25 FTE KG346 hours hours and 4 subjects 534 hours and 3 subjects 356 hours and 2 subjects 178 hours and 1 subject hours & 4subjects 668 hours & 3 subjects 445 hours and 2 subjects 223 hours and 1 subject hours & 4 subjects 801 hours and 3 subjects 534 hours and 2 subjects 267 hours and 1 subject hours & 4 subjects 675 hours and 3 subjects 450 hours and 2 subjects 225 hours and 1 subject FTE Requirements

Instructional Hours Required for the Year Annual Required Minutes Average Daily Required Instructional Time KG35621, minutes , minutes , minutes minutes minutes AOI ADM Instructional Hours and Minutes requirements

District reported : Part time 3 rd grade student is enrolled in an AOI program. The AOI program has submitted 36 attendance transactions covering 36 instructional days as of October 1st. The sum of all instructional time the student participated in is 7,992 as of October 1st. AOI Example # 1

AOI-Example # 1 (Cont.) on October 10, School Finance ran aggregation for November 1 st payment. SAIS will calculate the average Minutes per day = 7,992/36=222 Student is funded at 0.94 ADM because 222/ = and the 7992 minutes does not meet the total required minutes of 42,720 Assume that at the end of the fiscal year the total instructional minutes were 42,720. ADM is adjusted to reflect the actual annual instructional minutes attended (42,720/42,720 = 1 ADM). The school will be funded for 1 ADM based on.85 of BSL. 7

AOI Example # 2 Student A and Student B, both enrolled in 4 Brick & Mortar (B&M) high school courses for 720 hours a year + 2 AOI courses as follow: Student A hours of AOI instructional time Student B hours of AOI instructional time B&M ADM would be 1.0 for each student AOI ADM for Student A = 300/900 = AOI ADM for Student B = 500/900 = Student A total ADM = = Student B total ADM = =

AOI Example # 2 (Cont.) Since ADM exceeds 1.0 limit for each student: Student A’s B&M ADM = 1.0/1.333 = Student A’s AOI ADM = 0.333/1.333 = ADM = Student B’s B&M ADM = 1.0/1.556 = Student B’s AOI ADM = 0.333/1.556 = ADM =

AOI Example # 3 2 Brick & Mortar (B&M) high school students enrolled in 3 courses for 700 hours + 2 AOI courses as follow: Student A hours of AOI instructional time Student B hours of AOI instructional time B&M ADM would be 0.75 for each student AOI ADM for Student A = 300/900 = AOI ADM for Student B = 500/900 = Student A total ADM = = Student B total ADM = =

AOI Example # 3 (Cont.) Since ADM exceeds 1.0 limit for each student: Student A’s B&M ADM = 0.75/1.083 = Student A’s AOI ADM = 0.333/1.083 = ADM = Student B’s B&M ADM = 0.75/1.306 = Student B’s AOI ADM = 0.556/1.306 = ADM =

Current ADM Example # 4 Assumptions: high school student enrolled in three entities same fiscal year. District: 1-100, FTE=.75 JTED Satellite: 1-100, FTE=.50 AOI: 720 hours = 720/900 = 80 Membership Days or 80/100 =.80 ADM Period 1Period X 40 = 30 Days.75 x 60 = 45 Days.5 x 40 = 20 Days.5 x 60 = 30 Days District:.75/2.05 x 1.25 =.46 Satellite:.50/2.05 x 1.25 =.30 AOI:.80/2.05 x 1.25 =.49 Annual Period 80

Member District: 4 periods ADM = ( )/4=.75 ADM JTED Satellite: 4 periods JTED ADM = ( )/4=.50 ADM AOI: 720 hours = 720/900 = 0.80 ADM Total ADM to be apportioned among the three entities = = 2.05 ADM Maximum allowable ADM = 1.25 New ADM Example # 5

ADM at the end of the fiscal year is calculated as follows: Member District: (0.75/2.05)*1.25 = 0.46 ADM Satellite: (0.50/2.05)*1.25= 0.30 ADM AOI: (0.80/2.05)*1.25 = 0.49 ADM New ADM Example # 5 (Cont.) Enrollment through May 25, FTE=.30 JTED- Satellite Enrollment through May 25, FTE =.49 AOI Enrollment through May 25, FTE=.46 Member District
