Marine Transportation System Common Assessment & Reporting Tool (CART) Mr. Thomas Kalisz, USCG “The nation needs a coordinated, integrated approach to planning for and responding to major disruptions in our marine transportation system, the lifeblood of America’s economy.” ADM Allen, 2007 State of the Coast Guard Address JAPAN 2010

Resiliency & recovery of a damaged Marine Transportation System (MTS) is top priority for Congress, DHS & maritime industry Coast Guard needed timely, detailed maritime transportation system information to efficiently mitigate disruptions Existing solutions were inadequate 2 JAPAN 2010 The Coast Guard had a problem!

Provides timely & accurate info across 22 dimensions of MTS (i.e. channels, refineries, locks, bridges, etc) Characterizes extent of MTS impact by comparing post-incident status to baseline data Auto-generates comprehensive “Executive Summary” to share with chain of command, interagency community, and port stakeholders Serves as web-based, interagency COP for the broad- scale MTS 3 JAPAN 2010 CART provided the solution!

MTS Information Exchange – Current System 4 MTS Information Exchange – Past System JAPAN 2010

5 MTS Information Exchange – New System

Served as Common Operational Picture during interagency response to Hurricane Katrina Facilitated response & recovery actions – Major oil spills in New Orleans & Lake Charles, LA – High water & flooding along the Mississippi River – Collapse of I-35W bridge in Minneapolis – Several hurricanes in southeast U.S. and Gulf of Mexico Eliminated redundant reporting requirements related to MTS Facilitated rapid analysis capabilities for tactical and strategic decisions 6 JAPAN 2010 CART in action!

35 of 35 Sectors currently using CART 500+ registered users…and growing 15 other agencies 12 months – Beta to Enterprise 7 CART…by the Numbers JAPAN 2010

NOT future-ware; implemented & successfully used operationally…now! Data immediately available to ALL users Easily accessible via internet Intuitive & user-friendly; 300+ users navigated CART w/ 72 hrs notice prior to Hurricane Ike Capability in place to support major homeland security legislation (MTSA 2002, SAFE Port Act 2006) 8 CART…impact JAPAN 2010

The challenge: “The nation needs a coordinated, integrated approach to planning for and responding to major disruptions in our marine transportation system, the lifeblood of America’s economy.” ADM Allen, 2007 State of the Coast Guard Address The solution: CART has become the primary tool in the Coast Guard’s arsenal to meet the challenge of ensuring an integrated approach to planning and responding to major disruptions to the MTS 9 CART met the challenge!
