1 Activities of the Ministry of Communications (Overall Picture) 1. Open Data Verification Test ○ Implementation of the Open Data Verification Test aiming at 1) the establishment of the common API which is the base for collaboration for data circulation, and international standardization, 2) the rule setting for the secondary utilization of data, and 3) the visualization of merits of open data, all of which are essential for effective data distribution, utilization and collaboration beyond boundaries of different fields. Advancing Open Data from the Communications Ministry ○ Ministry of Communications will implement, in collaboration with the Open Data Promotion Consortium, 1) the consideration of technical specifications for open data, 2) the consideration of rules for the secondary utilization of data, and 3) the information dissemination of the importance and possibilities of open data. ○ Implementation of the advanced approach, as one of data-owning institutions, to showcase the model to be followed by other government organizations. ・Open data realization of the White Paper of Information Communications and the Statistical Database of Information Communications (together with the adoption of conditions of free utilization, CSV format) ・Improved open data provision in the field of statistics (provision of API, etc.) Advanced Approach

○ Based on the results of case studies undertaken, in the fiscal 2012, by the Data Governance Committee of the Open Data Promotion Consortium, the Communications Ministry implemented the open data realization of the White Paper of Information Communications as a model of open data realization of the government-owned information.  White Papers of Information Communications (2008 to 2013 editions) were posted on open data. ○ The free secondary utilization of the documents is allowed in principle. ○ Non-possession of copyrights of numerical data by the Ministry is clearly mentioned. ○ Provision of numerical data not only in Excel format but also in more machine-reading-friendly CSV format. In addition to the description of the free secondary data utilization, the conditions of usage of the data are also defined by the Creative Commons License (CC – BY). ○ The Ministry of Communications has been implementing the Open Data Verification Test for the establishment of the technology and utilization rules of open data, and visualization of merits of open data. In this connection, for the promotion of utilization of open data produced by the public sector for the usage by the private sector, the Ministry calls for the application development for the use for the seven open data being tested in the Verification Test. This application development is conducted through the public subscription.
