Objectives Survey on Small & Household Manufacturing Industries (SHMI) has been conducted in urban and rural areas of Pakistan during under Rebasing of National Accounts (RNA) project with the following objectives:  To compile national accounts estimates for small & household manufacturing industries sector in the System of National Accounts (SNA) and Balance.  To estimate value added generated in the sector of small & household manufacturing industries (SHMI) for improving the estimates of Gross National Product (GNP).  To collect data on employment, employment cost, gross earnings, expenses incurred, additions, alternations and fixed assets.  To provide data which may help the planners in taking policy decisions and prepare future development plans in this sub-sector.  To assist the business community to evaluate market as well as to detect new market opportunities.

Universe  The universe consists of all urban and rural areas of four provinces of the country excluding FATA and military restricted areas. Population of excluded areas comprised about 2% of the total population. The survey is restricted to all establishments engaged in small & household manufacturing activities in the country.

Sampling Frame  Urban Areas Pakistan Bureau of Statistics (PBS) has developed its own sampling frame for all urban areas of Pakistan which is termed as Area Frame. Each city/town has been divided into a number of enumeration blocks comprising 200 to 250 households on the average with detailed boundaries particulars and maps thereof. During Economic Census in 2004, the information regarding number of small & household manufacturing industries/establishments in each enumeration block was collected from the field on the prescribed proforma. This information has been used as frame for under study variable for drawing the sample from the urban domain.

Sampling Frame  Rural Areas During Economic Census 2004, information regarding number of small and household manufacturing industries of each village as per list of villages published by Population Census Organization (PCO) in 1998 was collected. This information has been used as sampling frame.

Sample Size and Allocation  Considering variability of the characteristics for which estimates are to be built, distribution of small & household manufacturing establishments in the universe and availability of field resources, a sample of 1834 PSUs from urban and 2178 PSUs from rural areas respectively has been considered appropriate to yield reliable estimates at national and provincial level. Stratification Plan  Each province has been considered as sub-universe which has further been divided into two independent domains such as urban areas and rural areas. Within each domain stratification has been made as under:  Urban Domain Islamabad, Rawalpindi, Gujranwala, Sialkot, Lahore, Faisalabad, Sargodha, Multan, Bahawalpur, Karachi, Hyderabad, Sukkur, Peshawar and Quetta have been taken as large size cities. Each of these cities has been treated as independent stratum. After excluding population of large size cities from the respective administrative divisions, the remaining urban population in each administrative division of Punjab, Sindh, NWFP and Balochistan provinces has been considered as stratum.

Sub-Stratification  Each stratum has further been stratified based on information of number of small & household manufacturing establishments collected during Economic Census Project in the year The following three sub-strata depending upon the concentration of small & household manufacturing establishments in enumeration blocks and villages have been constructed as under:  Sub-Stratum-I Enumeration blocks/villages having 10 and above small & household manufacturing establishments have been grouped in sub-stratum-I  Sub-Stratum-II Enumeration blocks/villages having small & household manufacturing establishments in the range of 1 to 9 have been grouped in sub- stratum-II  Sub-Stratum-III Enumeration blocks/villages having no small or household manufacturing establishments have been grouped in sub-stratum-III  Rural Domain Each administrative district has been taken as a stratum in rural areas of Punjab, Sindh and NWFP provinces while administrative division has been taken as a stratum in rural areas of Balochistan province.

 Sample design A single stage stratified sample design has been adopted for this survey.  SELECTION OF PRIMARY SAMPLING UNITS (PSUs) Sample enumeration blocks/villages from ultimate sub- stratum I & II have been selected with probability proportional to size sampling scheme. Information regarding number of small & household manufacturing establishments available in the urban and rural areas frame has been used as measure of size. However, in sub- stratum III, sample enumeration blocks/villages have been selected with simple random sampling technique.  SELECTION OF SECONDARY SAMPLING UNITS (SSUs) All small and household manufacturing industries have been enumerated completely from sample enumeration blocks and villages (PSUs).
