The Contracting Officer responsibilities Include: – Establish an evaluation team with the appropriate skillsets. – Approve the source selection strategy or acquisition plan. – Ensure consistency among the solicitation requirements, notices to offerors, proposal preparation instructions, evaluation factors and subfactors, solicitation provisions or contract clauses, and data requirements 7/16/20145

Evaluation Factors The award decision is based on evaluation factors and significant subfactors that are tailored to the acquisition. Evaluation factors and significant subfactors must— – Represent the key areas of importance and emphasis to be considered in the source selection decision – Support meaningful comparison and discrimination between and among competing proposals. 7/16/201411
