Proposal 1. The County of Broome will enter into a five year inter-municipal agreement with any or all local governments: –Binghamton –Johnson City –Endicott –Vestal –Port Dickinson

Proposal Continued 2. Police services will be provided to each government for five years: for a chargeback of the estimated base year budget multiplied by the Consumer Price Index minus 2% but not less than 0%. Service will be provided by a new County Department headed by a Superintendent (new Civil Service requirements equivalent to a Chief).

Proposal Continued 3. Staff that retire during the 5 year agreement will not be replaced until the targeted 8% reduction is achieved through attrition in ranks above patrol.

Proposal Continued 4. Retiree benefits for individuals who retire before inter-municipal agreements are approved by the Legislature and the appropriate local legislative body will remain the responsibility of the respective local governments.

Proposal Continued 5. §207C benefits from incidents pre-executed inter-municipal agreement will remain the responsibility of the respective municipality. §207C benefits established from incidents post-inter-municipal agreement will be the responsibility of Broome County. 6. All bargaining unit agreements will be honored for current police personnel.

Proposal Continued 7. New employees of the Metropolitan Police Force may be represented by a new Police Benevolent Association Unit.

Proposal Continued 8. Bargaining units may consolidate under regulations set forth by the Taylor Law or they remain separate units.
