DEFINITION OF THE POTENTIAL OF THE LOCALITY FOR SUPRA-LOCAL INVESTMENT ALLOCATION AND ITS USE Each urban plan defines „development sites“ also in terms of the production functions of the city; special attention is paid to sites for the allocation of investments of supra-local importance (extent of the site, specific production and logistic programmes ….) Definition of the potential of a site for these functions and selection of utilisable sites as a crucial issue for the spatial planning conception determining the development for decades to come

CENTRE OF THE AGGLOMERATION – POSITION WITHIN THE SETTLEMENT STRUCTURE URBANISATION AXES 2 Olomouc- Ostrava - Rousínov - Vyškov-Olomouc-Ostrava 7. Bučovice - Slavkov u Brna – Bučovice -Uherské Hradiště 8. Kyjov - Slavkov u Brna - Kyjov- Veselí nad Moravou 5. Bratislavská – Hustopeče - Břeclav- Bratislava 18. Kloboucká /Hodonínská-2/ Brno-Klobouky-Hodonín-Senica

DOCUMENT - PRINCIPLES OF URBAN DEVELOPMENT OF THE SOUTH MORAVIAN REGION / SOUTH-EASTERN SECTOR – CENTRE OF THE AGGLOMERATION – DEVELOPMENT SITES Business Zone „Tuřany airport north“ 140 ha Business Zone „CTParkBrno-South,Šlapanice“ 80 ha /reserve Business Zone „Tuřany airport south“ 170 ha /reserve SITES DEFINED FOR THE ALLOCATION OF INVESTMENTS OF SUPRA-LOCAL IMPORTANCE RESULT = AFTER CONSIDERING ALL RELATIONSHIPS, ASSUMPTIONS AND LIMITS

INCENTIVE TO DEFINE THE POTENCIAL OF DEVELOPABLE SITES Is the beginning of a process (i.e. assignment) based on a political, business or specialised incentive ? How are the objectives defined? NATIONAL DEVELOPMENT PLAN OF THE CR (political assignment) Strategic objective - balanced urban development : Regional development – town development – strengthening the role of towns and urban systems as „ socio-economic development engines“ Operational Programme „Business and Innovation“: increasing the competitive advantages of the sectors of industry and business keeping the appeal of the CR, regions and towns for the investors ( Implementation agencies > CzechInvest, CzechTrade …..)

INCENTIVE TO DEFINE THE POTENTIAL OF DEVELOPABLE SITES SOUTH MORAVIAN REGION DEVELOPMENT STRATEGY/ (POLITICAL INCENTIVE) Development and support of business zones Support of the development of selected fields of industry and strengthening the strategic and logistic services Systematic development of open business environment creating conditions for starting up and developing business activities, including the development of human resources in business entities Support of the preparation of qualification in accordance with the labour marker needs Implementation of brownfield projects

CENTRE OF THE AGGLOMERATION – STRUCTURE OF THE USE OF SITES What does the political assignment indicate? What is the area covered by the strategic documents? Can the quantification of development objectives specified in the strategic documents be expected? Are the organisations in charge of implementing the operational programmes able to specify the requirements for the scope of the sites within the context of long-term development of the locality ??? What do the bodies in charge of the urban development conception and planning project teams have to do in any case: assess the development of the use of sites, realistic possibilities of utilising brownfields assess the site conditions for defining the potential of developable sites predict the likely development (potential of the sites) > define the developable sites

Multimodal corridors - B VI–Katovice-Ostrava-Brno - IV-Berlín-Praha-Brno-Víenna- Budapest - Istanbul Immediate contact with transport systems – motorways, railways, airports Sites within a distance of 6-8 km from the centre > available resources Favourable landscape Urban development zone - Černovická terasa –Brno Tuřany airport – Šlapanice > efficient use of investments in the service systems xgood quality agricultural land xflood prone areas CONTEXT OF GLOBAL RELATIONS AND CONDITONS IN THE SOUTHEASTERN SECTOR OF THE AGGLOMERATION CENTRE

CENTRE OF THE AGGLOMERATION – DEVELOPMENT OF THE STRUCTURE OF THE USE OF SITES – DEVELOPMENT DIRECTIONS Changes: Strengthening the tertiary sector transfer of economic activities from the business zones of former important businesses into new locations exploited sites for new industrial investments insufficient support of contaminated site reclamation (use of brownfields) KRAJINNÁ PAMÁTKOVÁ ZÓNA ZÁPLAVOVÉ ÚZEMÍ Directions of development trends – based on development limiting factors (limits) are defined

CENTRE OF THE AGGLOMERATION SOUTH-EASTERN SECTOR – POTENTIAL AND PROBLEMS OF ITS USE BUSINESS ZONE „Tuřany airport north“ 140 ha BUSINESS ZONE „CTParkBrno-South, Šlapanice“ 80 ha BUSINESS ZONE „Tuřany airport south“ 170 ha (potentiall 270 ha) protection of agricultural land relationship towards the residental areas postponed implementation of transport facilities WHAT IS THE RATIONALE BEHIND THE SCOPE OF THE DEFINED POTENTIAL ???
