Presidential Directives “Program intended to enhance regional preparedness and continuity of operations efforts. Urban Areas must use these funds to employ regional approaches to overall preparedness to address catastrophic incidents and are encouraged to adopt regional response structures whenever appropriate.” RCPGP Guidance & Application Kit, p. 16

Organize and Staff - Develop plans to organize and staff catastrophic plans to ensure adequate support to review, develop, implement, and revise plans as needed. Train - Develop and implement plans to effectively train newly developed regional catastrophic plans with communities, States, nonprofit organizations, and the private sector, as well as other regional partners. Exercise - Develop and implement plans to exercise regional catastrophic plans to test capabilities and interdependencies between jurisdictions based on regional threats. Evaluate and Improve - Assess ability of plans to address regional catastrophic needs, evaluate findings, and develop corrective action plans to improve plans based on lessons learned. 1.Fix shortcomings in existing plans –Assess current capabilities –Identify gaps –Identify & address conflicts, omissions & disparities between plans 2.Build regional planning process & planning communities –Establish simplest achievable process, network, community –Integrate with other established planning efforts 3.Link operational & capabilities-based planning for resource allocation –Identify capability requirements (shortfalls) & establish requirements for resource allocation CENTRAL GRANT PROGRAM PRIORITIES
