I. ESTABLISHING OF REGISTER OF CIVIL STATUS (RCS) On handy lead record was fully replaced with centrally computorized database/system: record book of births record book of births record book of marriages record book of marriages record book of deaths record book of deaths On entered into force Register of Civil Status Act

Since establishing RCS all civil status facts and other changes of personal status, that were made right after occurrence, were directly recorded in RCS. At the same time the entire civil status of citizens of the Republic of Slovenia had been transferred from recorded books of civil status (citizens that were alive on the date of establishing of RCS). I. ESTABLISHING OF REGISTER OF CIVIL STATUS (RCS)

The transfer from recorded books of civil status should have been executed in eight – years - time after the establishment of RCS. Actually the transfer was successfully concluded in approximately four years. For only cca persons the civil status remained unresolved. I. ESTABLISHING OF REGISTER OF CIVIL STATUS (RCS)

GENERALLY ON USAGE: In RSC are entered: civil status facts (births, marriages, deaths) of citizens civil status facts (births, marriages, deaths) of citizens of the Republic of Slovenia and aliens of the Republic of Slovenia and aliens other changes of personal status of the citizens other changes of personal status of the citizens registration of same-sex partnership registration of same-sex partnership RSC represents perfect evidence of personal statuses of citizens of the Republic of Slovenia and an evidence of births, marriages and deaths of aliens who are domiciled on the territory of the Republic of Slovenia.

ADVANTAGES 1/2 1)collecting all facts and data needed for personal status in unified cumputorized database 2)accurate data, possibility for rationalization, quicker and more effective handling with civil status facts and personal status, expanded set of letters for personal name; 3)represents basic source of data on persons and theirs statuses for Central population register (CRP) and other registers for administrative internal affairs, source for all other users of personal data through CRP II. V. LEGAL BASIS OF ENTRIES Civil status facts and other changes of personal status are to be entered on the basis of applications, decisions, judicial decisions, minutes and statements that are sent by competent authorities. Above mentioned legal documents the registrars receive in a documentary form or act (EXCEPT E-BIRTHS). According to legislation the data on a document are entered into RSC, the document itself is stored in an archive to RSC. The document gets its number, which is automatically generated with the comfirmation of civil status fact in RSC.

V. LEGAL BASIS OF ENTRIES Electronic application of birth First connection to the system e-births was executed on at hospital in Maribor. Currently there are 13 out of 14 hospitals in the Republic of Slovenia connected to this system.

VI. VISION OF FUTURE THE SECOND PHASE OF RCS Rationalization of entries of data in RCS by establishing electronic connections between RCS and competent authorities that decide on changes of personal status of individual – as a compensation for documents as a basis for entry of civil status fact. Options of storing collections of documents – that are legal basis for entries. Quicker procedure – changes could be entered almost at the same time that occurred. Reductions of possibilities of mistakes – which could happen due to transcribing data from the document.
