Management Responsibility: Ensure a lifting program is developed to provide safety of the site. This will include risk assessments and lifting plans for specific lifts. Ensure proper planning of all phases of operation for lifting equipment and materials. The roles and responsibilities of all persons must be clearly identified in the lifting plan. Ensure all personnel are properly trained and that risk assessments and lifting plans have been validated and adequately communicated to all involved persons. Ensure equipment is only operated by personnel who have been assessed to be competent by qualification, training and experience before site activities commence. Ensure safe equipment is used for the lifting operation and any defected equipment is removed from service Safety Responsibilities

Management Responsibility: Site management will ensure that all contractors have been given a pre-start-up briefing to ensure that they are aware of Alstom requirements with respect to lifting operations. All persons involved in lifting operations must be given a short practical assessment of competence by Alstom. Training covering general lifting operations hazards and preventative measures must be formally provided to all Alstom and contractors personnel on site and this must be repeated as a minimum annually. A competent operational supervisor must supervise each lift. Alstom’s lifting operation requirements must be formally provided to each contractor working on site. Safety Responsibilities

Management Responsibility: Daily coordination meetings must ensure that operating perimeters and times of use for mobile lifting equipment are clearly defined and applied on site. The site will set up a documented weekly inspection program that is led by Alstom site management involving contractors and covers all lifting operations. The lead Alstom person on site must include in the weekly operational meeting a detailed review of statistics, actions and management of change relating to compliance with lifting operations requirements. All contractors must be subject to formal regular management inspection covering lifting operations, where significant or repetitive issues are raised contractual actions must be taken with the contractor. The operator shall not engage in any practice which shall divert his attention while actually engaged in operating the crane. The operator shall respond to signals from the person who is directing the lift. However, the operator shall obey a stop signal at all times, no matter who gives it. A clear channel of communication will be agreed before the lift commences. This could include the international standard hand signals or radios etc. Crane Operator:

If adjustments or repairs are necessary, the operator shall promptly report this to the appointed person, and shall also notify the next operator. All controls shall be tested by the operator prior to a new lift. If any controls fail to operate properly, they shall be adjusted or repaired before operations are begun. The manufacturer's balancing bar and lifting procedures must be followed. Any deviation from the manufacturer's procedure must be approved by the manufacturer. The operator must be aware of all electrical equipment and power lines in the vicinity of the lifting operation. Crane limits and calculated stresses on the accessories must never be exceeded.
