JSDF 1: Emergency Response to Affected Communities Providing support to communities to help them rebuild their social, cultural, and environmental assets and help them to restore the lost livelihood. JSDF 2: Post-Emergency Response to the Effects of the Tsunami on Vulnerable Populations Assisting vulnerable populations to help them recover economic means of survival, access services which they are eligible for, and cope with psychological traumas. JSDF 3: Legal Aid Services for Vulnerable Groups Supporting the efforts of poor and vulnerable survivors of the tsunami to rebuild their lives through provision of legal and related services Grant Objectives

Linkages of JSDF 1, JSDF 2 and 3 Implementing Agencies Coordination Unit -agree on the common approach and guideline -help identify capacity building needs Community planning would help identify vulnerable groups and legal issues needed in the areas and refer to JSDF 2 and 3. Set up baseline data, monitoring and evaluation framework

Results Framework Affected Communities have restored/improved social infrastructure (social accountability) Stronger communities and their networks Better partnership among all stakeholders in the areas Affected Communities have access to services including legal advice and grievance mechanism Affected communities have put in place participatory coastal and marine resources management system Linkage with other existing local mechanisms and funds to achieve long-term sustainability.

JSDF 1: Emergency Response to Affected Communities Providing support to communities to help them rebuild their social, cultural, and environmental assets and help them to restore the lost livelihood.

JSDF 1 – Specific Objectives Provide support to communities to help them rebuild their social, cultural and environment assets and help restore the lost livelihood Promote networking and mutual learning among communities and community organizations Develop capacity of communities’ groups to provide support and leadership in traumatized communities and support sustainable management of the coastal and marine ecosystem Develop policy and strategies with regard to rebuilding affected communities and environment in disaster situation. -*** Note that this objective would be funded by other sources of funds.

JSDF 1- Preliminary Criteria for Targeting Target areas are selected communities in Ranong, Phang-Nga, Krabi and Satun provinces Areas where the grants could make the most impact for the affected people and community e.g., areas where little or no funding is available Severity of the problems Ownership of the local communities

JSDF 2: Post-Emergency Response to the Effects of the Tsunami on Vulnerable Populations in Southern Thailand Assisting vulnerable populations to help them recover economic means of survival, access services which they are eligible for, and cope with psychological traumas.

JSDF 2 – Overview World Vision Foundation of Thailand (WVFT) is the Grant Recipient and Implementing Agency Amount of the Grant is US$960,000 -Sub-grants: US$860,000 -WVFT’s Operating Cost: US$100,000 Sub-grants divided into 2 components: -Component A: to recover basic economic means and to manage the psychological traumatism– US$ 714,000 -Component B: to strengthen Civil Society Organizations (CSOs) that require fundamental capacity building before they can graduate to mange the funds and to address the needs of vulnerable groups – US$246,000

JSDF 2 – Specific Objectives Respond directly to the needs of the poorest and most vulnerable groups Encourage the testing of innovative methods Support initiatives that lead to rapid, demonstrable benefits with positive prospects of developing into sustainable activities; and Build ownership, capacity, and participation of local communities, non-governmental organizations and other civil society groups

JSDF 2 – Target Groups and Areas Groups: -migrant workers, -ethnic minorities, -disabled people, -very poor households, -orphans and vulnerable children (OVCs), -injecting drug users (IDUs), and -other marginalized populations Areas: -Phang-Nga, Ranong, Satun – based on unmet needs, potential synergies with other JSDF projects, and ability to measure results of all JSDF projects -To be reassessed at Project Mid-Term Review

JSDF 2 – Timeframe Grant closing date: July 31, 2007 Sub-grant timeframe: -Public Campaigns: 1 month – Nov 05? -Applications: 1 month – Dec 05? -Screening/selection: 1 month – Jan 06? -Training: 1 month - Feb 06? (CSOs either A or B then A) -Implementation/Evaluation: months - Mar 06 - May 07? -WB Closing: 2 months – May 07 – July 07 Strategy: Immediate implementation by WVFT as well as via CSOs

JSDF 2 – Challenges Groups with weak ties to the community and little voice have high risk of being missed by rehabilitation and development programs -How to reach people who are not part of a stable, cohesive social support group (including migrants – both domestic and international, the poorest, elders, orphans and widows)? -How to promote approaches that can help better reach out and provide support to the most vulnerable populations? -How to promote support to the poorest – often socially excluded – while not marginalizing them further in their community? -How to create a system to share experiences on preventing and mitigating the impacts of large scale shocks onto vulnerable people – especially in the context of a very informal economy with many illegal migrants?
