Aims & objectives The aim of the research then is to partner with a user-group in Leicester City Council to develop a set of social media/smartphone tools the local authority can use to reduce the energy demand across its building stock. Six objectives underpin this aim: 1.To establish, train and equip a set of building-users to work with the research team to produce a set of recommendations for the design and implementation of the social media platform. 2.To design a social media platform/smartphone application; 3.To launch a social media engagement campaign across Leicester City Council buildings and research the impacts – both in terms of potential reduction of energy demand across the buildings (measurable through ½ hrly meter readings) and on the building-users; 4.To critically evaluate the role and effects of social media and smartphones for collaboration, social learning and behaviour change; 5.To understand the technical potential of smartphones to interact with energy data and BEMS systems. 6.To contribute to the current debate on effective strategies for behaviour change through conference attendance and publications.

WP1: Project mgmt/infrastructure The PI will have responsibility for the day-to-day management of the project, with the project team being concerned with overall policy and direction. The PI will have the following responsibilities: – Academic lead with overall direction of project activities – Monitoring project developments, timetable, milestones and outcomes – Coordination of project communication and dissemination of outcomes – To assure the quality of the project processes and outputs. – To manage the risks pertaining to the project. The PI will meet with the project team on a monthly basis to review the direction and progress of the project. He will meet weekly with the researchers on the project. Alongside the human infrastructure we will also set up project pages on our existing website: where we will host a weekly blog and twitter feed.

WP2: Formation & training the user group Dialogue will be between building energy managers and the actual ‘every-day’ building users. The user-group will be constituted from a diverse group with a range of roles, responsibilities and backgrounds within Leicester City Council. Experts from DMU’s IESD & IOCT will meet with group to discuss both the challenge of energy in the built environment and the opportunities social media affords in terms of empowerment and collaboration. They will be equipped with smartphones and trained in their use. At end of this initial process the ‘community of practice’ will produce a short report detailing recommendations for the nature of the social media platform to be used. The user-group will then meet regularly throughout the project.

WP3: Design & implement tool Based on the recommendations and work of the user- group the first iteration of the platform will be designed and tested. This will involve making the tool available to the project team. The app will then available to the user- group who will be equipped with smart-phones through the project. After a successful trial the app will be available for public download for all users of Leicester City Council buildings. Regular meetings of the user-group will enable constant monitoring of the platform and allow for further iterations.

WP4: evaluation & sustainability Semi-structured interviews will be conducted with the members of the user-group. An on-line survey will be available for all in Leicester City Council who have used the app to express their views on it. A discourse analysis of the on-line activity will be implemented alongside google analytics and general monitoring of ‘traffic’. Finally, analysis will be done on the energy metering available against benchmarks done through the Smartspaces project. Final recommendations will be made as to future iterations and applications.

WP5: Dissemination Alongside the on-going project website and twitter feeds dissemination will be through IESD and LCC’s extensive networks including the Energy Cities consortium (the EU network of over 1000 municipalities) and the SMARTSPACES project that includes 11 countries. Academic outputs will be through RCUK’s annual digital engagement conference, the ECEEE’s summer study programme and further afield through peer-reviewed journal papers.
